Key Responsibilities

The Department of Health and Human Services (DHHS), Division of Licensing and Background Checks (DLBC) protects the vulnerable populations of Utah. DLBC licenses foster care, child care, human services, and health facility programs using rules and requirements that have been created with community support. DLBC comprises the Office of Background Processing (OBP) and the Office of Licensing (OL).As the Licensing Manager, you will oversee a team of Licensors conducting inspections, investigations, audits, and program documentation. You will manage grievances, issue licenses, and provide expert consultation to ensure regulatory compliance and effective program implementation.

Key responsibilities:Supervise team operations, including hiring, delegating workloads, conducting training, evaluating performance, and initiating corrective or disciplinary actions.Conduct regular performance evaluations and check-ins with staff.Audit and monitor team operations to assess process quality and effectiveness, making recommendations for continuous improvement.Coordinate proposed rule changes, rule implementation, and policy adjustments with the Program Administrator.Facilitate informal discussions with providers to address compliance concerns and operational queries.Interpret, clarify, and apply agency policies, state and federal laws, regulations, and business practices.Represent the department in meetings and deliver presentations at applicable association conferences.

Qualifications

Minimum or "day-one" qualifications:Active professional license in good standing with the Utah Division of Professional Licensing (DOPL) as a Registered Nurse.Certified Dietitian, Licensed Clinical Social Worker, Social Service Worker, or Licensed Health Facilities Administrator.Strong ability to evaluate complex situations, apply state and federal regulatory frameworks, make sound decisions, and remain accountable for outcomes.Demonstrated experience in interpreting, explaining, and enforcing organizational or statutory policies and procedures.

Preferred or trainable/on-the-job qualifications:Minimum of three years of experience in a health facility regulatory or licensing environment.Prior supervisory or team lead experience.In-depth knowledge of state and federal background check laws and licensing standards.
