Description

The Legislative Research Commission is accepting applications for the position of Fiscal Analyst in the
Capital Projects and Bond Oversight Committee. This position is nonpartisan and requires the ability to work
with neutrality in a politically charged environment.

The Legislative Research Commission provides staff support to the Kentucky General Assembly. The agency offers

This is a permanent, full-time position with benefits including health and life insurance; retirement plan;
and paid holidays, vacation, and sick days. Compensatory time is awarded on an hour-for-hour basis with prior
approval.

Develop an expert level of knowledge in the executive branch agency and postsecondary institution capital project
authorization and implementation, capital planning process, state procurement and leasing, sewer and water
state revolving fund programs, and state debt policies; provide detailed analysis of monthly committee
transactions; edit quarterly reporting system data; and staff committee meetings.

Job Duties:

  • Advise agencies on statutory transmittal and reporting requirements for transactions under the
    committee’s jurisdiction.
  • Review agency transmittals for accuracy as well as prepare and edit staff analyses.
  • Edit quarterly reporting system data.
  • Develop a detailed understanding of fiscal structure, including capital budget fund sources, as well as
    the interaction between transmitting agencies and other agencies or branches of state government.
  • Analyze biennial capital budget requests from agencies and update legislators on important budgetary
    issues.
  • Assist in the review of the budget bills for accuracy and presentation as it relates to capital
    projects.
  • Use LRC budget software to prepare budget bills and documents for assigned subject matter area and take
    direct responsibility for accuracy of the assigned portions of the budget bills.
  • Provide analysis to legislators as requested; analyze legislation; monitor capital spending as directed
    by biennial budget bills; provide assistance to special groups, committees, and task forces.
  • Review capital expenditures to determine future issues and problems.
  • Review capital appropriation
    modifications.
  • Staff committee meetings as well as edit and approve minutes.
  • Perform other duties as assigned.

Desired Skills and Abilities:

  • Excellent verbal and written communication skills.
  • Ability to develop detailed knowledge of assigned subject matter and ability to interpret federal,
    state, and local laws; regulations; and legal precedent.
  • Research, analyze, and critically review information to prepare succinct written analysis of complex
    projects and issues.
  • Ability to work independently and to also collaborate with others and work effectively in a team
    environment, maintaining sensitivity to political nuance and protocol while prioritizing workloads to meet
    deadlines.

Minimum Requirements
EDUCATION:
Bachelor’s degree in business, finance, public policy, or a related and relevant field

EXPERIENCE, TRAINING, OR SKILLS:
Knowledge base generally acquired from a college degree or equivalent training. Added consideration given to
experience in capital construction oversight or capital budgeting for an executive branch agency and postsecondary
institution.
