The Prince George’s County Councilis currently seeking qualified applicants to fill a Legislative Attorney (Administrative Specialist 1G, Grade 29) position in the County Council Legislative Officers Division. This is a direct hire position.

About the Position
The incumbent receives and evaluates requests for legislative drafting submitted by Council Members, Legislative Aides, the Council Administrator, the Deputy Council Administrator, and other County offices and prepares such requests in proper bill format using legally effective language and ensuring consistency with codification standards. The incumbent also reviews bills, resolutions, and Committee amendments for format and legislative adequacy, independently and/or in conjunction with other legal staff or legislative officers.

About the Agency
All legislative powers of the County are vested in the County Council. In addition, the County Council sits as the District Council on zoning and land use matters, and as the Board of Health on health policy matters.

Examples of duties

  • Maintains extensive knowledge of legislative procedures, rules of drafting, and council policy for the preparation, enactment, and publication of Council legislation.
  • Has a capacity for literary and legal criticism to ensure bills written by others are in keeping with council formats and, if adopted, will serve the legal purposes sought by the legislation.
  • Participates effectively in council and committee sessions; provides resourceful staff input for proposed and pending legislation; serves as staff member for a standing committee of the Council.
  • Works with Committee Directors, staff of the Office of Audits and Investigations, and other Council professional staff, as necessary, in the design, implementation, and reporting of all studies and work products.
  • Establishes and maintains effective professional working relationships with agency and program personnel throughout the County, subject matter experts from other jurisdictions in the State and region, as well as representatives from relevant State and National professional organizations.
  • Possesses working knowledge of modern budgeting techniques and principles.
  • Effectively oversees and manages the work of subordinate budget and policy analysts assigned to the various studies and analyses.
  • Attends all budget work sessions and is responsible for ensuring that all subordinate budget and policy analysts adequately cover all important issues related to their assigned budget review tasks.
  • Willingly and cooperatively performs tasks and duties that may not be specifically listed in the class specification or position description, but within the general category and responsibility level typically associated with the employee’s classification.

Qualifications

Minimum Qualifications

Candidates must meet all minimum qualifications listed below to be eligible for additional consideration:

  • Master's Degree from an accredited College or University in Business Administration, Public Administration, or a closely related field.
  • Two (2) years of progressively responsible experience in legal research.


Preferred Qualifications
Highly qualified candidates may also demonstrate the preferred qualifications listed below:

  • Possession of a Juris Doctorate
  • Experience with Public Policy and/or County Government
  • Strong communication and writing skills
  • Experience with Legislative drafting
  • Budget analyst experience
