Reporting to the Manager, Legislative Services, the Legislative Assistant provides administrative support to the Legislative Services team and assists internal and external customers in a collaborative, professional, and confidential manner.
The Legislative Assistant plays a key role in supporting the department’s legislative and policy processes and assisting with department projects, programs, and initiatives. This position may also be responsible for leading smaller-scale department projects, programs, and initiatives from time to time.
This position provides support to the Manager and Returning Officer for the planning and coordination of municipal elections and censuses.
Core Accountabilities
▪ Coordinate responses to internal and external inquiries, including receiving public submissions for meetings and hearings and routing non-routine inquiries to the appropriate individuals.
▪ Coordinate department access to information requests through the routine disclosure of publicly available information and department requests under the Access to Information Act.
▪ Assist the Manager with preparing team meeting agendas, recording meeting notes, and tracking action items.
▪ Prepare Council and committee reports, correspondence, guides, presentations, and other documents.
▪ Proofread and edit Council and committee reports, correspondence, corporate policies, guides, presentations, and other documents.
▪ Assist with researching and gathering information for Council and committee reports, corporate policies, correspondence, guides, presentations, and other documents.
▪ Act as a liaison between Legislative Services and other departments and provide recommendations to expedite resolutions to issues.
Department Coordination
▪ Assist with developing, implementing, and monitoring department processes, such as maintaining department statistics and databases, processing invoices and expense claims, and coordinating updates to the department’s portion of the County’s website.
▪ Assist with developing, implementing, and monitoring department programs and initiatives.
▪ Assist the Manager with new corporate initiatives and programs.
▪ Assist the Manager with ensuring the department’s processes align with corporate processes.
▪ Assist with organizing and scheduling department training sessions.
Legislative and Policy Support
▪ Assist the Legislative Officers with pre-meeting and hearing processes, such as processing and redacting public submissions, printing exhibits and documents for signing, signing in speakers for hearings, and arranging catering and meeting room bookings.
▪ Assist the Legislative Officers with post-meeting and hearing processes, such as processing signed documents, posting meeting minutes and bylaws to the County’s website, consolidating and revising bylaws, and preparing and distributing transmittals of decision.
▪ Assist the Policy Coordinator with preparing and implementing a corporate policy and procedure review schedule, maintaining the department’s database and ensuring that policies and procedures are made available on the County’s website, and other locations.
Elections and Census Support
▪ Assist the Manager and Returning Officer with the overall planning and coordination of municipal elections and censuses.
General
▪ Work cooperatively with coworkers and other contacts, maintain a positive attitude, be approachable, and foster a positive work environment.
Position Requirements
Minimum of one-year administrative work experience in a government environment. Completion of a certificate or diploma in a related field, or the willingness to pursue completion of a certificate in a related field, specifically through the National Advanced Certificate in Local Authority Administration (NACLAA) program. An equivalent combination of education and experience may be considered.
▪ Previous municipal, public sector, or legal experience.
▪ Strong writing and editing skills, with the ability to compose, edit, and proofread documents for elected officials, management, and the public.
▪ Strong organizational and time management skills, including managing workloads, handling multiple tasks with different deadlines, and working effectively under time constraints.
▪ Proficient in MS Office Suite and other software and applications.
▪ Ability to take initiative and to learn new processes, software, and applications.
▪ Ability to handle sensitive information confidentially and with discretion.
▪ Demonstrate superior customer service skills with internal and external customers.
▪ Demonstrate a high level of accuracy and attention to detail.
▪ Demonstrate above-average skills in verbal communication.
