Legal Policy Advisor (Juvenile Legal Policy Advisor)
Limited Duration: This is a full-time, limited-duration position that is grant funded through October 1, 2031. Continuation beyond that date is subject to available funding.

The Court Programs Division (CPD) is part of the Office of the State Court Administrator (OSCA) within OJD. CPD develops, implements, and evaluates programs for statewide application in the courts and for use by the public and government stakeholders. Programs are aimed at providing consistent and accurate information and tools to help navigate the court system, improving effectiveness and timeliness in the operating procedures of the courts, and supporting access to justice by eliminating barriers. CPD is responsible for strategic planning, data analysis and application, and performing high-level liaison work to develop policies and procedures to implement laws affecting court operations statewide.

We are hiring a Juvenile Legal Policy Advisor (Legal Policy Advisor) to join our team in Salem or Portland, Oregon.
In this role, you will help support OJD’s existing juvenile court programs by analyzing proposed legislation and current laws, rules, policies, and business processes. You will also help develop new juvenile programs aimed at improving outcomes for youth and families in the court. You will provide directions for collecting and analyzing court statistics on a statewide basis. You will draft legal forms, instructions, and training materials. You will also help develop and deliver a variety of training sessions for judges, OJD staff, and stakeholders in the juvenile legal system.
As a juvenile programs subject matter expert, you will provide legislative support and analysis by submitting legislative proposals, drafting and reviewing fiscal impact statements, and serving on legislative work groups and task forces. You will staff the Juvenile Court Improvement Advisory Committee and support related subcommittees and work groups. You will also provide input during Juvenile Delinquency Improvement Program Advisory Committee meetings and meetings related to the Oregon State-Tribal Partnership Grant. You will spend part of your time supporting federal grant objectives and tracking grant requirements.
Collaboration is a key part of this position. You will work closely with the Court Programs Division Director and the Juvenile Programs Manager to develop and implement strategic planning to improve the juvenile dependency and delinquency system to serve youth and families. You will also advise and consult with the State Court Administrator, the Chief Justice of the Supreme Court, judges, Trial Court Administrators, OJD staff at all levels, government agencies, the Oregon State Bar, Legal Aid, the Oregon Law Foundation, attorneys, mediators, community partners, and other stakeholders concerned with the handling of juvenile cases.
Assigned tasks may be changed to accommodate workload and organizational needs.

The qualified candidate must have a juris doctorate degree from an accredited law school.
Four (4) years of legal and legal research experience in addition to experience that supports the duties, knowledge, skills, and abilities for the position.
Current membership in good standing in the Oregon State Bar.
