We are looking to fill the position of Legal Counsel, Sanctions and Export Control. The position will report to the Senior Legal Counsel, Sanctions and Export Control, and work collaboratively with the U.S. and global Export Control teams.

This role will be remote, with a requirement of working regular business hours (8a-5p) Eastern Time Zone.

In this role, you will be responsible for furthering Siemens’ commitment to compliance with U.S. and European export control and sanctions laws and regulations. This role requires proficiency with export and sanctions laws and regulations including, but not limited to, the Bureau of Industry and Security’s Export Administration Regulations (EAR), the Directorate of Defense Trade Controls’ International Traffic in Arms Regulations (ITAR) regulations, and economic sanctions programs administered by the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC).Most importantly, you will be responsible for continuing to improve Siemens’ export-compliance program, including serving as a legal and program architect, as well as embedding compliance enhancements into operational processes.

  • Possess experience developing, operationalizing, and continuously improving compliance programs using a variety of digital tools and systems.

What are your responsibilities?

  • Provide legal advice on export controls and sanctions to various internal stakeholders on a broad range of export & sanctions-related regulatory, commercial, and diligence matters.
  • Collaborate with cross-functional teams to support, further develop, and implement Siemens’ export and sanctions compliance program.
  • Assist the Siemens M&A teams with export and sanctions-related pre- and post-acquisition diligence.
  • Participate in the implementation and continuous improvement of a governance framework, including defining and embedding control processes within business operations, to ensure compliance with applicable laws and regulations.
  • Conduct item-classification determinations, draft or review export license applications and advisory opinions, and participate in the submission of disclosures or responses to government inquiries.
  • Participate in teams of compliance and business colleagues to ensure ongoing and relevant monitoring of export and sanctions compliance risks to identify potential areas for improvement and to develop/implement mitigation strategies.
  • Proactively identify and assess potential risks, and work with legal, policy, and operational teams to develop risk-mitigation approaches and drive cross-functional implementation.

You’ll win us over by having the following qualifications:

Basic Qualifications

  • A law degree from an accredited U.S. law school and active membership in good standing with a state bar association in the jurisdiction where work will be performed.
  • 5+ years of experience working as an attorney or analyst on trade matters in a government agency, law firm, or in-house legal or compliance department in an international environment.
  • Expertise in export controls and sanctions, including the EAR, ITAR, and OFAC regulations.
  • Proficient in English both written and verbal
  • Legally authorized to work in the United States without company sponsorship now or in the future.
  • Successful candidate must be able to work with controlled technology in accordance with US Export Control Law. US Export Control laws and applicable regulations govern the distribution of strategically important technology, services and information to foreign nationals and foreign countries. Siemens may require candidates under consideration for employment opportunities to submit information regarding citizenship status to allow the organization to comply with specific US Export Control laws and regulations. Preferred Qualifications

  • Excellent communication, writing, and collaboration skills.
  • Ability to confidently present to more senior managers and work across organizational lines and time zones around the world.
  • Attorney or non-attorney in-house experience building, implementing, and improving compliance programs.
  • Experience with evolving regulations for cutting-edge technologies, including subject areas such as semiconductors, artificial intelligence, and software.
  • Working knowledge of internal compliance and governance frameworks and control mechanisms, and an understanding of how to implement such frameworks in business processes and system-based controls.

The pay range for this position is $137,731 - $236,110 annually with a target incentive of 15% of the base salary. The actual wage offered may be lower or higher depending on budget and candidate experience, knowledge, skills, qualifications, and premium geographic location.
