Team Overview

At 99, we are building the leading technology and innovation platform for mobility and delivery in Brazil. Through our ride-hailing and delivery businesses, we connect millions of people and drive meaningful impact across the country, and our Legal team is at the heart of making that happen responsibly and strategically.

This is a position within the Legal team, supporting regulatory and administrative matters across 99's businesses. The Legal Counsel will work in close collaboration with the Government Affairs team, providing legal guidance and support on public sector engagement, institutional relationships, and regulatory topics, while also acting on contentious matters before public authorities alongside the Litigation Team.

Role Responsibilities

  • Provide legal support to the Government Affairs team on regulatory matters across 99's mobility and delivery businesses
  • Draft, review, and negotiate partnership agreements with public authorities and government entities
  • Monitor and analyze legislative and regulatory developments relevant to ride-hailing, delivery, and platform/marketplace businesses, providing legal guidance to internal stakeholders
  • Support engagement with regulatory bodies, public agencies, and government authorities, contributing to 99's institutional relationships from a legal standpoint
  • Represent the company in administrative proceedings before secretariats, regulatory agencies, Procon, Public Prosecutor's Office and other public institutions
  • Work alongside the Litigation team on contentious matters involving administrative, public and regulatory litigation
  • Translate complex regulatory requirements into clear, actionable legal recommendations for business and product teams
  • Contribute to the development of internal policies and compliance frameworks related to 99's regulatory obligations
  • Travel as needed to engage with public authorities and attend hearings, meetings, and institutional events across Brazil

Role Qualifications

  • Law degree with active bar registration (OAB)
  • 5+ years post-bar experience, with a meaningful track record in regulatory law
  • Prior experience in regulatory affairs, either in-house or at a law firm with strong public sector practice
  • Proven experience with administrative proceedings and engagement with public authorities (Public Prosecutor's Office, Procon, regulatory agencies, government secretariats)
  • Advanced English proficiency
  • Strong understanding of the Brazilian legislative process, public sector dynamics, and regulatory frameworks
  • Availability and willingness to travel
