Learning Officer
Organizational Setting and Work Relationships
The role of the Learning Officer is to enable learning opportunities within UNHCR. In doing so the incumbent contributes to building a positive UNHCR learning culture and meeting strategic workforce needs.
The incumbent is pivotal in leading, designing, developing, and delivering agile learning solutions, especially self-study materials and resources that can be used in the flow of work and peer-to-peer activities such as mentoring and coaching.
The incumbent works with various entities across UNHCR, including the Division of People Management (DPM), bureaux, other divisions, country offices, and external entities.
The incumbent may have supervisory responsibility and normally reports to a more senior officer who is responsible for leading the learning activities.
All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
Coordinate with bureaux and divisional functional colleagues in the design of learning solutions activities.
Analyse client needs, skills gaps and lead the co-development of appropriate learning and development solutions.
Contribute to functional learning and development strategies and work plans.
Manage the appropriate solicitation method in liaison with focal points to identify and contract vendors.
Manage the financial administration of activities under the area of responsibility.
Prepare requests for proposals for goods and services, including consultancy, and maintain efficient administrative control mechanisms to ensure compliance with UNHCR financial, administrative, and staff rules and regulations.
Support and monitor staff, affiliates and external providers and partners to maintain quality and relevance of activities, content and materials.
Assist in reporting and following-up on coordination and promotion of activities, preparation of regular and ad hoc reports, and compiling data as required.
Supervise staff, consultants, and interns.
Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making is risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
Perform other related duties as required.

• Proven experience using quantitative and qualitative data, including skills data, people metrics, staff feedback, engagement results, learning insights, or organisational diagnostics, to identify capability and skills gaps and translate them into actionable leadership and people management development interventions.
