About the Role


The Learning, Measurement, and Evaluation (LME) Officer will be involved in designing, implementing, and strengthening systems that support learning, measurement, monitoring, evaluation, accountability, and reporting across our programs. You will play a critical role in ensuring that project activities are effectively tracked, results are measured, evidence is generated for decision-making, and lessons learned are documented and integrated into program improvement. The successful candidate will work closely with program teams to promote data-driven programming and contribute to the organization's impact and growth.


Job description


  • Monitor project implementation and track progress toward achieving outputs, outcomes, and impact across all program areas.


  • Design, review, and strengthen the organization's Learning, Measurement, and Evaluation (LME) systems to ensure effectiveness and relevance.


  • Develop and implement monitoring, evaluation, accountability, and learning (MEAL) frameworks, tools, and processes.


  • Lead data collection, analysis, and interpretation activities to support evidence-based decision-making.


  • Conduct periodic evaluations and assessments to measure program performance and impact.


  • Collaborate with program teams to develop indicators, results frameworks, logical frameworks, and data collection plans.


  • Produce timely and high-quality internal and external reports, dashboards, and presentations highlighting program achievements, trends, and lessons learned.


  • Facilitate learning sessions and support the documentation and dissemination of best practices, success stories, and lessons learned.


  • Build the capacity of staff and partners on monitoring tools, data collection methodologies, data quality assurance, and learning approaches.


  • Conduct assessments of existing monitoring and evaluation systems and recommend improvements where necessary.


  • Support proposal development through the design of MEAL plans, indicators, targets, and reporting frameworks.


  • Represent the organization in stakeholder meetings, learning forums, and relevant technical networks when assigned.


  • Perform other related tasks as assigned by the supervisor.


Requirements


  • A bachelor's degree in Statistics, Monitoring and Evaluation, Development Studies, Social Sciences, Public Health, Economics, Project Management, or a related field.


  • At least 3 years of experience in monitoring, evaluation, learning, research, data management, or program quality roles within NGOs, development organizations, research institutions, or social impact organizations.


  • Strong knowledge of monitoring and evaluation methodologies, results-based management, logical frameworks, indicator development, and data quality assurance processes.


  • Experience designing and implementing data collection tools, conducting data analysis, and generating actionable insights for program improvement.


  • Strong quantitative and qualitative research skills, including survey design, focus group discussions, key informant interviews, and outcome assessments.


  • Excellent analytical, report writing, and presentation skills, with the ability to communicate complex findings clearly to diverse audiences.


  • Experience supporting proposal development, donor reporting, and learning initiatives.


  • Strong organizational and project management skills with attention to detail and the ability to manage multiple priorities.


Tools & Technical Competencies


  • Microsoft Excel (advanced functions, data cleaning, dashboards, and reporting).


  • Data collection platforms such as KoboToolbox, ODK, SurveyCTO, Google Forms, or CommCare.


  • Data analysis software such as SPSS, Stata, R, Power BI, Tableau, or similar tools.


  • Microsoft Office Suite (Word, PowerPoint, Excel, and Outlook).


  • Knowledge of database management systems and data quality assurance processes.


  • Familiarity with GIS mapping tools and advanced statistical software is an added advantage.
