Build the Engine Behind a Smarter, Stronger Learning Ecosystem

The City of Raleigh Parks Department is seeking highly skilled Learning & Development Systems Analyst to architect, maintain, and optimize the platform that trains for over 2,000 employees.

This technical and strategic role blends database stewardship, advanced reporting, and learning design to ensure our Learning Management System (LMS) operates as a proactive, automated hub, a catalogue of e-learning assets, and a system of learning records.

If you thrive at the intersection of data, systems, and human-centered learning, this is your opportunity to shape how our department grows talent, maintains safety readiness, and improves operational performance.

The LMS Administrator is essential to Raleigh Parks to maintain accurate, auditable training records and ensure staff meet all safety, compliance, and professional development requirements. This role oversees the full lifecycle of training—both in-person and e-learning—within the SuccessFactors Learning system, ensuring courses are properly created, assigned, tracked, and reported. Employees depend on the LMS Administrator for timely compliance reports, roster management, and documentation required for regulatory and accreditation standards such as CAPRA.
