Summary

The City of Bellevue is seeking a dynamic and experienced Learning and Development Training Specialist to support the city's Human Resources objectives through the effective administration of training, development, performance management, and tuition reimbursement programs. This position manages administration, user support and configuration of core L&D systems including the Learning Management System (LMS) and Performance Management System. This role requires independent judgment to research and deliver citywide orientation and trainings, build job aids, oversee vendor contracts, and support cross-functional requests.

Examples of duties

  • Coordinates day-to-day administration of the Learning Management System (LMS), Performance Management System, and Tuition Reimbursement Program.
  • Maintains system configuration, permissions, records, content, data, and recurring updates and troubleshoots user or process issues.
  • Coordinates vendor contracts, invoices, payments, service requirements, and stakeholder communications.
  • Develops and delivers citywide orientation, trainings, job aids, training, program communications, and customer support for employees, managers, or participants.
  • Facilitates year-round performance management processes, back-end system set up and training.
  • Manages required training assignments to ensure compliance.
  • Processes and reviews program applications, enrollments, reimbursements, claims, or transactions for compliance with applicable requirements.
  • Coordinates meetings, agendas, materials, reports, audits, and board or committee activities associated with assigned programs.
  • Researches issues, recommends operational improvements, and participates in cross-functional projects and system initiatives.
  • Performs related work as required.

This role works under the general direction of a supervisor or manager; exercises independent judgment in decision-making within the context of existing policies, procedures, and precedents. No formal supervisory responsibilities.

  • Human resources program and system administration

Education and Experience

  • Bachelor’s degree in human resources, business administration, communications, psychology, or a related field.
  • Three or more years of experience in human resources, system administration, contract administration, learning and development, or related program work is required. Any equivalent combination of education and experience that provides the required knowledge, skills, and abilities may be considered where permitted by City policy.

Flexible/Hybrid Working:

A hybrid work schedule is available for this position after an orientation period working in the office after hire. Remote work for this position is subject to department's operational needs and will be discussed with candidates during the selection process. Full-time remote work is not an available option. Once hired, employees must reside in the State of Washington and within reasonable commuting distance to Bellevue City Hall. Community Outreach manager responsible for programming that may include evening and weekends.
