[What the role is]

Applications Management - IT Service Manager/IT Project Manager Applications Management - IT Business Analyst, System Analyst, IT Business Process Engineer Applications Management - Enterprise/Systems Architect

[What you will be working on]

You will be part of a dynamic team within Supervision Platforms Division under Information Technology Department.

In this role, the officer is expected to undertake the following areas of work:

Manage stakeholder relationships

  • Build and manage strong relationships with business stakeholders to understand their needs, align priorities, and deliver effective technology solutions.

Solution business analysis and design

  • In conjunction with business, to design and deliver a solution experience that meets the needs of user through human, digital, and physical interactions, over time, across a journey (in conjunction with policy, process, digital enablers).
  • Mapping of the service/business/functional requirements to solution/application system/technical requirements and ensure overall design, development and implementation remains consistent with the overall architecture of the project, and its objectives and needs.

Vendor contracting and management

  • Manage outsourced vendors and in-housed contractors to meet the delivery and operation needs of IT services
  • Conduct procurement

Governance, Risk and Compliance

  • Ensure compliance to ICT Governance policies and standards
  • Ensure risk framework is adhered to, and carry out risk management for projects and products

Project delivery and quality

  • Plan and manage IT projects, and ensure alignment of project to the business objectives within established scope, cost and schedule
  • Quality: To assure the quality of systems and applications, including the establishment of quality management technology and systems for applications development and delivery

Operations and maintenance, user support

  • Manage and direct the day-to-day operations of IT services
  • Manage change request, service request and production support issues and ensure service levels are met
  • Review post production issues and identify root cause and work with vendors on preventive measures
  • Plan, execute and support system implementation, software/hardware upgrades and security patches
  • Measure, monitor and continuously improve performances of IT services

Site Reliability Engineering

  • Define and track SLOs and error budgets to ensure IT services meet uptime and performance targets
  • Work with vendors and development teams to implement and maintain monitoring, logging, and alerting systems to provide visibility into system health and performance

[What we are looking for]

  • Bachelor Degree or Master Degree with preferably 10 years of relevant working experience in project management, business analysis and system operation
  • Experience in project management, vendor management, incident management, problem management, release management & SRE
  • Strong experience in managing business, IT and senior stakeholders
  • Sound understanding of the technical aspects of systems integration in an environment with diverse technologies
  • Hands-on experience with cloud platforms (AWS, GCP, or Azure) and be comfortable with infrastructure-as-code tools like Terraform. Experience with container orchestration platforms such as OpenShift or Kubernetes is expected, as is familiarity with CI/CD pipelines and DevOps practices
  • Experience with observability platforms such as Elastic, Grafana, or Prometheus would be advantageous
  • Strong communication skills and ability to influence to gain consensus from multiple stakeholders when required
  • Working experience in using project management software like JIRA to track, monitor, and reporting of project/issue progress and producing reports
  • Familiarity with Government Instruction Manual 8 will be an added advantage
  • Good analytical skills, and able to mulit-task and deliver results in a timely manner
  • Self-driven, creative and team-oriented person with good interpersonal and organizational skills, positive attitude and able to work under pressure
  • Excellent technical troubleshooting skills
  • Sound knowledge in coding languages, databases, application architecture, cloud technologies and IT security
