Job Purpose
Cost effectively manage all resources including a qualified and well-trained work force to safely operate a Chemical Plant in order to deliver Plant production targets within agreed plans and budgets in line with the Production Strategy and the vision, mission and business objectives of MPC.
Accountable for first line leadership and management of team members (in specific business section) to enable the work of self and team members and building their expertise and skills, and deliver frontline team results such as safety, production, maintenance, quality, cost and motivation. The incumbent of the role is to take a plant-wide view, and a multi-disciplinary view of issues and activities to address situations affecting safety, environment, quality, production and efficiency. The role further acts as an interface between key technical departments in operations e.g. the Technical department, operating sections, Control Room Operators and the process.
On back-shifts, the Shift superintendent will be the most senior person on-site and is a key link in the help chain and escalation procedure
Key Accountabilities
Strategy:
Contribute to the development of the Production strategy for the Chemical Plants at Ras Al Khair in line with the vision, mission and business objectives of the company
Leadership:
•Ensure the effective achievement of Production functional objectives through the leadership of a team in an assigned plant at Ras Al Khair – setting plant and individual objectives, managing performance, developing and motivating staff, provision of formal and informal feedback and appraisal – in order to maximise subordinate and plant performance
•Develop and execute integrated organization and manpower plans to support the accomplishment of Production Plans including the recruitment, training and development of multicultural staff.
•Create a working environment and culture which engages all Plant staff. Manage the Plant staff and develop future leaders for the plant and the Company.
•Direct the training of Saudi Nationals to prepare and develop them for planned career succession
Policies, Processes & Procedures:
•Contribute to the development of and ensure the implementation of functional policies, processes, procedures and controls covering all areas of assigned plant Production activity at Raz Khair so that all relevant procedural/ legislative requirements are fulfilled while delivering the appropriate quality, and targeted production from the assigned plant in a cost-effective manner
•Ensure the review of such policies, processes, procedures, programs and rules and recommend changes and updates.
•Ensure their proper implementation as approved by the management
Annual Budgets and Plans:
•Prepare the annual operating and capital expenses financial budget and manage Plant production to accomplish those budgets.
•Set the production plans and provide input to technical budgets for the year based on the sales plans and customer demands.
•Supervise and control manpower, capital and expense budgets relating to the function
Capital Planning:
•Develop the maintenance budget in coordination with the maintenance director.
•Recommend capital plan for PAP & MH Import division, which defines MPC’s anticipated capital expenditure in order to ensure that the company has the materials handling capability to meet its strategic objectives and the company is aware of the likely impact of capital expenditure upon cash flows.
•Direct the ongoing review of the physical condition of all MPC physical assets in PAP & MH Import division to ensure that those assets are in a suitable condition to allow the organization to fulfil its strategic objectives and they comply with any relevant legislation.
Production Planning:
•Set the scope and develop the maintenance budget in coordination with the Maintenance Director objectives and parameters of performance outputs for the assigned plant.
•Review and approve plant design and EPC deliverables
•Participate in Value Engineering and optimization studies in order to reduce plant operating costs and run the plant at optimal conditions
•Lead the Production team and PMC in commissioning and start up planning and execution
•Review and approve performance testing criteria and procedures
•Establish performance criteria to set benchmarks and standards for measuring and monitoring plant performance
•Develop operational readiness checklists and procedures to support the Production team in procuring resources, inputs, training and ensure status preparation
•Function as the owner’s representative for handover and acceptance testing
Production Management:
•Ensure the availability of the appropriate mix of production resources e.g. raw materials, equipment, personnel and utilities in order to deliver high quality and reliable outputs from the assigned plant in a safe working environment.
•Optimize steam, energy, water balance and materials balance in order to ensure that the plant chemical processes are optimized
•Liaise with other managers to ensure that overall site energy balance is optimized
•Liaise with the PMC for the purpose of catalyst and material selection, control functionality, operability, maintainability and overall layout and flow sheet optimization
Compliance with MSHEM Procedure:
•Promote a culture of safety as reflected by low accident and incident rates.
•Comply with Maaden policies and MSHEMs procedures.
•Ensures MSHEM procedures compliance in his area with right tools & equipment to perform their task safely.
•Be aware of all MSDS, MSHEM in general and be fully familiar with specific MSHEM responsibilities related to the position and ensure full compliance to MSHEM Systems, Practices and Procedures.
•Fully aware of EHSS critical equipment’s & its maintenance strategy
•Participate in department risk assessment, Coordinate implementation of controls from results of hazard analysis.
•Reports all Near Misses & Accidents.
•Conduct training of operating personnel in relation to new equipment installation and process control modifications
Maintenance:
Ensure the co-ordination of plant maintenance in order to ensure that the plant production processes run smoothly and efficiently through the timely delivery of all the all plant maintenance services by the central maintenance team
Quality:
•Ensure the quality of raw materials, intermediate and final products in the assigned plant meets the quality specifications.
•Resolve quality problems in co-ordination with other departments
Risk:
Maintain the risk register to ensure that all risk mitigation tasks are completed
Reports:
Ensure the preparation of periodical progress reports to keep top management informed about the progress of various initiatives and to facilitate decision making
Minimum Qualifications, Experience and Competencies
Minimum Qualifications
Degree in Chemical Engineering or equivalent with training in management skills.
Bachelors/Masters/PhD of Engineering
Minimum Experience
Minimum 6 years’ experience in manufacturing environment and preferably management within the Chemical or Fertilizer industry
