The Ministry of Jobs Economy, Trade and Immigration is looking for one Lead Investigator within the OHS Program Delivery Branch.

As a member of a multidisciplinary Occupational Health & Safety (OHS) team, the incumbent leads investigations into fatal and serious workplace incidents. This role is responsible for all aspects of an investigation from initial assignment and incident response to interviewing injured workers, families, or next of kin. Fatality and serious incident investigations are complex and require a forensic level of detail and analysis.

Key Responsibilities

• Lead comprehensive investigations into fatalities and serious incidents.
• Manage all phases of the investigation, ensuring accuracy, compliance, and thorough documentation.
• Prepare cases for prosecution and provide evidence in court as required.
• Direct and support an accompanying OHS Officer during on site investigation activities.
• Assess worksite conditions and collaborate with employers to ensure compliance with regulatory standards.
• Take immediate action to control imminent danger situations at worksites.
• Issue compliance orders when employers, contractors, owners, or suppliers fail to meet legislative requirements.
• Ensure employers implement effective controls to address non compliance.
• Pursue prosecution when there are persistent or significant contraventions of OHS legislation.
• Investigate non incident related issues of non compliance, including chronic or egregious violations.
• Perform additional duties as required.

Qualifications

A university degree in a related field plus four years of recent occupational health and safety inspection and investigation experience is required.

Experience investigating fatal and serious workplace incidents is preferred.

Equivalencies such as a related diploma and six years of experience with the above may be considered.

The successful candidate must successfully complete the Peace Officer training program and be able to be designated as a Peace Officer by the Solicitor General.

Equivalency Directly related education or experience considered on the basis of:

• 1 year of education for 1 year of experience; or
• 1 year of experience for 1 year of education.

Preference will be given to candidates with the following assets:

• Thorough knowledge of relevant legislation, regulations, policies and procedures and knowledge of major industries, their practices, procedures and occupations.
• Working knowledge of other jurisdictional programs and trends and may require a thorough knowledge of specific industries.
• Requires excellent analytical, problem solving and decision-making abilities to identify hazards or potential hazards, to determine compliance to the legislation and to find feasible solutions.
• Has specific knowledge of:
  
  • Occupational Health & Safety Act, Regulation and Code.
  • Provincial Offenses Procedures Act and Procedures Regulation.
  • Occupational Health and Safety Operational Procedures.
  • Public Security Peace Officer Program Policy and Procedures Manual.
  • Safety hazards and engineering controls.
  • Chemical and biological hazards and their controls.
  • Radiation hazards and controls.
  • Noise exposure and controls.
  • Dust exposure in a wide variety of industries and control measures.
  • Workplace Hazardous Materials Information System.
• Ability to learn and use technical knowledge to solve complex problems or assist other officers is required.
• Knowledge of analytical sampling techniques to measure contamination levels at work site. Considerable knowledge of a wide variety of physical hazards that can be present at a work site. Consulting skills are necessary to distinguish when the situation warrants a stop work order or when the employer requires assistance and education.
• Excellent verbal and written communication skills. Skilled in using computer hardware and software.
• The ability to work independently or within a team environment is necessary.
• Thorough knowledge of investigation techniques, witness interviewing strategies and preparing cases for court.
• Ability to make decisions in a complex work environment.
• Ability to recognize imminent danger situations or scenarios that are immediately dangerous to life and health.

One permanent full-time positions working 36.25 hours per week, Monday to Friday.
