The Team
The Non-Financial Risk (NFR) Frameworks & Policies (F&C) team is part of the CRO / NFR business line, and is based in both the Netherlands and Romania. The team focuses on maintaining and enhancing the NFR Framework including the key NFR global procedures and policies, supporting ING’s global risk management objectives, and ensuring user-friendly processes for internal stakeholders.
Specific Function
The team is responsible for owning and maintaining the NFR Framework and related key NFR global procedures (e.g. risk mitigation & issue tracking, internal event management, risk identification & assessment, key control monitoring). Other activities related to the NFR Framework that fall in this team include 2LoD gatekeeper role for NFR, NFR Taxonomy and NFR methodology, ownership of Reputational Risk driver, contribute to relevant internal control documents owned by other (risk) domains and acting as the subject matter experts towards Integrated risk / COOR for any system changes.
The role supports the definition and maintenance of NFR policies and guidelines, working closely with the policy/procedure owners in the AI Vertical, IT Risk Management, and Operational Risk Management Centers of Expertise (CoEs). Collaboration with NFR’s Portfolio Management & Reporting (PMR) team, other risk domains (e.g. Compliance, Integrated Risk), local NFR teams and ODCR ensures that the main NFR global processes are practical and accessible and consistently followed across all entities.
Roles and responsibilities
As Lead NFR Frameworks & Policies, you are responsible for maintaining and evolving ING’s NFR Framework including related global processes and policies.
You ensure NFR processes and policies remain relevant, practical, and aligned with regulations and regulatory expectations.
A key aspect of this role is applying a risk-based mindset—focusing on what truly matters, and making bold choices to simplify complexity.
You lead a team, foster cross-functional collaboration, and represent NFR F&P in senior forums.
Your leadership helps embed clarity, compliance, and operational excellence across the NFR domain.
Specific Tasks and Responsibilities
Leading the maintenance, review and simplification of the NFR framework including related global processes and other activities related to the NFR Framework (see above)
Overseeing updates and creation of NFR policies, procedures, and guidelines in cooperation with Risk CoEs.
Responding to broader risk topics, e.g. geopolitical risk, ECB requests, etc.
Representing NFR in forums and senior stakeholder discussions (e.g., NFRCs, MTs).
Engaging with ODCR on the implementation approach for global processes / procedures.
Managing a global team, including direct and functional reports
Ensuring recommendations from reviews are actionable and drive improvements.
Facilitating alignment and collaboration between 1LoD and 2LoD

We are looking for the following knowledge and experience:
University/Post Graduate (Master’s) degree.
Minimum 5–10 years’ experience in Non-Financial Risk (or related risk domains), preferably in the banking sector
Proven ability to lead and manage cross-country teams. lid understanding of non-financial risk management and relevant regulations.
Strong analytical, problem-solving, and policy writing skills.
Excellent communication and stakeholder management abilities.
Experience in advising on frameworks, policies, and standards.
Cultural sensitivity and ability to work across geographies and stakeholders.
