Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
- Oversee and direct personnel assigned to HVAC and plumbing tasks.
- Perform or supervise work necessary to maintain mechanical, electrical, plumbing, HVAC and special systems, including repair of interior or exterior fixtures, furnishings, and equipment.
- Maintain BAS monitoring and diagnosis in partnership with the Facilities IOT technician.
- Supervise the planning and coordination of preventative maintenance schedules for Bell County Facilities in relation to various services provided to all buildings; foremost focused on HVAC and Plumbing.
- Supervise planning of projects and tasks in relation to Bell County Facilities operations.
- Plan and coordinate operations with third-party personnel to ensure project completion (e.g., crane rental and set-up, permitting, adequate personnel on-site,
- Oversee services and activities of service providers.
- Answer emergency calls as required.
- Be available to help others in the repair of breakdowns throughout the facilities.
- Participate in the development and implementation of goals and objectives for facility integrity.
- Complete necessary administrative reports and records to ensure job requests, repairs and maintenance work are adequately received, recorded, prioritized and completed promptly.
- Train, motivate, and evaluate assigned personnel; provide or coordinate staff training and work with employees to correct deficiencies.
- Assist with discipline measures when needed.
- Meet with staff to identify and resolve problems.
- Participate in assessment evaluations.
- Assist in the development and preparation (including recommended plans, specifications, and cost estimates) for building maintenance, repair, alterations, and construction activities.
- Participate in the coordination of emergency operations, building security, and procedures (to include after-hours or “mission-critical” events).
- Adhere to safe workplace practices and procedures.
- Oversee the installation of specialty equipment.
- Participate in Facilities staff meetings and employee classes to increase teams’ professional knowledge.
- Carry the certifications needed to perform the above skills.
- Understand and respect the dangers of a mechanical shop and the tools and equipment in such. Relate those dangers to the staff and ensure adequate safety measures are always in place.
- Performs related work as required.
Must show the ability and skill needed to:
- Operate maneuvering equipment such as:
- Forklifts
- Skyjacks
- Boom lifts
- Operate modern office equipment.
- Operate a motor vehicle safely.
- Implement and use equipment diagnostic tools and instruments.
- Perform a full range of building maintenance duties.
- Troubleshoot electrical, HVAC, mechanical and plumbing problems.
- Supervise, train, and assist in evaluating staff and contractors.
- Direct and coordinate work assignments of assigned maintenance staff.
- Prepare, develop, and recommend plans, specifications, and cost estimates.
- Report needed cost estimates in relation to the assigned sub-department for the Facilities budget.
- Read and understand blueprints (mechanical, electrical, and plumbing).
- Read and understand security and surveillance systems schematics.
- Prepare and keep up with clear and concise reports.
- Communicate clearly and concisely both orally and in writing.
- Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs of the department.
- Establish, maintain, and foster positive and harmonious working relationships with all involved throughout the day, whether it be coworkers inside the department or fellow employees in the County.
- Interpret and apply Federal, State, and local policies, procedures, laws, and regulations as they pertain to Facilities Services.
- Understand and implement all safety requirements for Bell County Facility Services to ensure the safety of all employees in the department as well as all County employees.
- Work in and around extremely stressful environments.
Minimum Education and Experience Requirements:
Requires High School graduation or GED equivalent and four (4) to eight (8) years of experience in performing building, HVAC, plumbing, electrical, carpentry, alarm systems and minor construction maintenance and repairs; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.

- Ability to handle heights and confined spaces.
- Pass the County Facilities Physical requirements test.

- Bright/dim light; dust and pollen.

- Extreme noise levels, Animals/wildlife.

Special Certifications and Licenses:
- Must possess and maintain a valid state driver’s license with an acceptable driving history.
- Required license(s) for specialized field.
- Must be able to read, write, and speak the English language.
