Job Description
The Lead Janitor will assist the Project Manager in the comprehensive management and operational of Barracks Management Services for the United States Coast Guard (USCG) Training Center (TRACEN) Yorktown, VA. USCG TRACEN Yorktown operates four barracks buildings on base year-round. The facilities house USCG students, members and authorized patrons.
In the absence of the Project Manager, the Lead Janitor will act as the Project Manager.
The Lead Janitor shall be thoroughly familiar with the custodial and janitorial requirements and provide daily supervision for contract compliance. This role involves ensuring efficient coordination and management of a range of Barracks Monitoring/Hotel Type Front Desk Operations, Janitorial Services, and Linen Services.

Essential Duties and Responsibilities
- Assist the Project Manager in the daily supervision and management of facility operations, including Monitoring/Hotel Type Front Desk Operations, Janitorial Services, and Linen Services to ensure smooth functioning of all services.
- Act on behalf of the Project Manager during absences such as illness, vacation, etc.
- Provide daily supervision and oversight of assigned contract employees, and ensure the work identified in the contract is performed properly, on time, safely and within budget.
- Provide leadership and direction to staff, ensuring the effective use of resources and the delivery of high-quality services across all Barracks buildings.
- Recruit, hire, and train employees to meet contract requirements.
- Administer corporate personnel policies in accordance with contract and Employee Handbook.
- Support Human Resources in investigations, inquiries and implementation of actions and policy.
- Ensure contractual compliance through surveillance, audits, and hands-on inspections of work and taking immediate action when work is not completed to standards.
- Process employee time sheets, new hire and termination paperwork and all other administrative tasks by established deadlines.
- Order and maintain all cleaning supplies, equipment and tools and submit invoices of ordered supplies. May be required to evaluate and recommend equipment and tools necessary for job functions.
- Ensure adherence to Quality Control and Safety Plans.
- Maintain consistent positive customer relations through written and verbal professional communications and respond to customer inquiries and requests in a timely manner.
- Participation in the Performance Evaluation program is required.
- Develop and maintain project schedules, ensure timely service delivery, and manage workflow for facility operations.
- Ensure all staff are trained and adhere to safety, security, and environmental standards in compliance with EPA and OSHA regulations.
- Monitor project performance, assist in developing key performance indicators (KPIs), and ensure all services meet or exceed contractual standards.
- Participate in contract reviews, audits, and meetings with federal stakeholders to review project progress, address issues, and implement improvements.
- Generate reports, track operational metrics, and assist the Corporate Program Manager in making data-driven decisions to enhance efficiency.
- Maintain communication with key stakeholders, including government clients, subcontractors, and Ahtna Integrated Services LLC’s corporate offices.
- Ensure that all operations comply with federal, state, and local codes, including the International Building Code, National Electric Code, and National Fire Protection Code.
- Perform other duties as assigned by management.
Supervision
Assist the Project Manager in overseeing and directing a multidisciplinary team.
Minimum Qualifications
- Five (5) or more years' experience in janitorial/custodial work with a minimum of three (3) consecutive years of supervision of a janitorial/custodial workforce experience for a hotel, barracks, or military berthing facility of similar size, personnel staff, and job complexity.
- Basic computer skills to include the ability to input data into the system and generate various reports and correspondence as required.
- Proficiency in oral and written communications in English.
- Specific experience in managing a variety of student support services including postal services, transportation services, courier services, role-player services, motor pool, warehouse operations, and audio visual/computer lab management is mandatory.
- U.S. citizen or Permanent Resident
- Requires intermediate knowledge of federal laws such as FAR, CFR, SCA, OSHA, ADA, EPA, and JCAHO.
Preferred Qualifications
- Two-year college degree, preferred.
- Familiarity with federal contract requirements and regulations relevant to facility operations.

Physical Demands
