WJCF's programme portfolio spans thematic areas like hepatitis, HIV/AIDS, tuberculosis, vector-borne diseases, syphilis, cervical cancer, diabetes, maternal and childhood anaemia, immunisation, under-5 diarrhoea and pneumonia, sexual and reproductive health, Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY), Ayushman Bharat Digital Mission (ABDM), hypoxemia and oxygen, safe drinking water, sickle cell disease, presbyopia, lead poisoning, and cross-cutting thematic areas like AI and Health, integrated disease surveillance, and climate and health.

Project Background:

Over seven years, the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY) has built one of the country's largest health data repositories, authorising more than 11.1 crore hospital admissions worth around ₹1.73 lakh crore, and creating over 44 crore Ayushman cards across a network of more than 38,000 empanelled hospitals[1]. The National Health Authority (NHA), an attached office of the Ministry of Health and Family Welfare with full functional autonomy, manages AB PM-JAY as well as the Ayushman Bharat Digital Mission (ABDM), which has matured into robust digital health infrastructure spanning the Health Facility Registry (HFR), the Healthcare Professionals Registry (HPR), and platforms such as the Unified Health Interface (UHI) and the National Health Claims Exchange (NHCX).

The opportunity now is to fully draw on this data to extract timely, nuanced insights that enable effective policy action and operational value. The Health Analytics and AI Unit (HAAU) is the NHA's dedicated capability for advanced analytics and artificial intelligence (AI), purpose-built to unlock this value. WJCF supported the NHA in drafting the HAAU Vision Document, and through team members embedded at the NHA has helped move the agenda from vision to delivery, supporting a range of analyses and tools that are changing how the NHA sees and uses its own data.

Realising the full vision (advanced analytics that anticipate and prescribe, AI that generates high-quality, AI-ready datasets, governed access for researchers and partners, and dedicated health-financing capability) calls for more specialised capacity. WJCF now intends to expand the HAAU team, led by a single manager who combines overall management with senior analytical and AI leadership. All of this work must be delivered with privacy-by-design and strong health data governance, consistent with the Digital Personal Data Protection (DPDP) Act 2023 and the Strategy for Artificial Intelligence in Healthcare for India (SAHI).

WJCF is looking to hire a Lead to head the Health Analytics and AI Unit (HAAU), embedded within the NHA and reporting to NHA leadership. This is a senior, hands-on role for someone who combines overall management of the unit with hands-on analytical and AI leadership. The individual will own the unit's workplan, delivery, and relationships with NHA leadership; scale the unit's diagnostic and decision-intelligence work towards predictive and prescriptive capabilities; drive the use of AI to generate high-quality, AI-ready datasets; and, because the role also carries a good working understanding of AB PM-JAY and ABDM together with familiarity with health financing, get financing-related framework work moving from the outset.

We seek an exceptional and dynamic leader with strong credentials in data science, analytics, and AI, and a good working understanding of AB PM-JAY and ABDM, and demonstrated experience in managing technical teams and leading large technology transformation initiatives. The ideal candidate combines deep technical skill with senior programme-management discipline, translates policy and operational questions into decision-grade analytical work, and builds institutional capability rather than personal dependence. This position is based out of the NHA office in New Delhi, so that the individual stays closely aligned with the NHA's immediate priorities and the rapidly evolving digital health landscape.

This role provides an excellent opportunity for a senior analytical leader who would like to be at the heart of, and directly shape, the application of advanced analytics and AI to India's flagship health protection and digital health programmes.

Responsibilities

• Lead the HAAU end to end, owning the unit's workplan, delivery, and relationships with NHA leadership.
• Scale the unit's diagnostic and decision-intelligence work towards predictive and prescriptive capabilities, moving from explaining what has happened towards anticipating what is likely to happen and recommending what to do about it.
• Drive the use of AI to generate high-quality, AI-ready datasets, and support governed access to NHA data for researchers and partners.
• Get health-financing framework work moving from day one, drawing on a working understanding of AB PM-JAY and ABDM and familiarity with core health-financing and health-economics concepts, until more specialised team members join.
• Translate policy and operational questions from NHA leadership into predictive, prescriptive, and scenario-modelling problems, and deliver decision-grade outputs.
• Coordinate the team, manage priorities and risks, and put in place the programme-management discipline (planning, prioritisation, and leadership-ready communication) the unit needs to deliver at pace.
• Manage and build a high-functioning technical team, including data scientists, AI/ML engineers, and subject matter experts/ specialists.
• Bring structure and discipline to the HAAU’s expansion, sequencing workstreams, managing change and adoption with key stakeholders, by drawing on experience of leading comparable large technology transformations.
• Mentor emerging State Health Analytics and AI Units (SHAAUs), building lasting institutional capability rather than personal dependence.
• Embed privacy-by-design and strong health data governance across the unit's work, consistent with the DPDP Act 2023 and SAHI.
• Represent the HAAU with NHA leadership and external partners, and perform other responsibilities as requested by WJCF and NHA leadership.

Qualifications

• Bachelor's or master's degree in data science, statistics, computer science, public health, economics, or a closely related field.
• 10 or more years in data science, analytics, or AI, with experience leading teams and owning delivery in complex, multi-stakeholder settings.
• Demonstrated experience of managing technical teams and leading large technology transformation initiatives, from design through adoption, preferably in a government, public sector, or large institution setting.
• Deep, hands-on data-science skills, including forecasting, risk stratification, anomaly detection, interpretable modelling, and applied use of large language models (LLMs) and modern AI; this is the primary emphasis of the role.
• A good working understanding of AB PM-JAY and ABDM, including their data, operations, and policy context.
• Familiarity with health financing, for example claims, reimbursement, or working-capital concepts, sufficient to scope and steer framework development for the NHA.

Preferred

• Direct experience working with AB PM-JAY, ABDM, or comparable government health-scheme data.
• Familiarity with the DPDP Act 2023 and SAHI, and with privacy-safe modelling.
• Public-sector or large-ecosystem programme experience, including exposure to setting up analytics units.
• Exposure to geospatial analytics and natural-language querying interfaces.

• Hands-on technical fluency in Python, SQL, and modern machine-learning and LLM tooling, sufficient to guide and quality-check the team's technical work.

• Excellent analytical (qualitative and quantitative) and communication (written and verbal) skills.
• Ability to think strategically, handle ambiguity, and problem-solve in a fast-paced, limited-structure, multi-stakeholder environment.

• Fluency in English. Fluency in Hindi or an additional Indian language is an advantage.
