Job Title: Lead Estimator – Infrastructure and O&M
Location: Saudi Arabia
Reports To: Operations Director
The Lead Estimator is responsible for leading the development and delivery of accurate, competitive, and value-driven cost estimates for construction and Infrastructure Operations & Maintenance (O&M) projects in Saudi Arabia.
The role requires strong hands-on estimating expertise, knowledge of the Saudi market, and proficiency in modern estimating tools including Candy (CCS). The Lead Estimator works closely with Project Managers and technical teams to ensure successful bid submissions and supports cost control throughout project execution.
Key Responsibilities
Lead the preparation of detailed, data-driven cost estimates for Infrastructure and O&M projects.
Conduct detailed quantity takeoffs and cost analysis from drawings, specifications, BOQs, and technical documentation.
Utilize Candy (CCS) software for cost build-ups, rate analysis, quantity measurement, and pricing models.
Prepare comprehensive bid proposals, cost breakdowns, and supporting documentation in line with client requirements and company standards.
Review and validate estimates for accuracy, completeness, and competitiveness prior to submission.
Collaborate closely with Project Managers and technical teams to understand project scope, methodology, and operational requirements.
Translate technical documentation into actionable cost inputs and pricing strategies.
Communicate clearly with internal stakeholders regarding estimate scope, assumptions, exclusions, and risk considerations.
Monitor actual costs against tender estimates and identify variances.
Bachelor’s degree in civil engineering, or related discipline.
Minimum 15 years of estimating experience, with significant exposure to Infrastructure O&M projects in Saudi Arabia.
Experience using Candy (CCS) estimating software.
