The Medicare Portfolio Demand Manager oversees the end-to-end intake, assessment, and prioritization of initiatives (projects, products, or changes) across the portfolio. They lead demand governance, providing insights to senior leadership on capacity utilization, risks, and benefits while ensuring that only high-value, strategically aligned initiatives are directed and approved by the segments.

Key Responsibilities

  • Intake & Governance: Define and manage the process for gathering new project ideas, requests, and requirements, ensuring submission readiness, comparability, and completeness.
  • Strategic Alignment: Evaluate proposals based on strategic alignment, benefits, and resource capacity, prioritizing them for executive review.
  • Capacity Planning: Maintain a clear view of organizational capacity, balancing new demand against in-flight projects to avoid overcommitment.
  • Portfolio Reporting: Produce executive-ready dashboards and reports on portfolio health, throughput, dependency risks, and value realization.
  • Stakeholder Management: Collaborate with product, marketing, finance, and technology teams to align priorities and reconcile competing demands.
  • Process Improvement: Drive continuous improvement of demand management methodologies, processes, and standard operating procedures.
  • Data-Driven Forecasting: Utilize data analytics to identify trends, forecast capacity requirements, and provide a single source of truth for demand.



Required Qualifications

  • Experience: 5+ years in portfolio operations, PMO, program management, or demand management.
  • Analytical Skills: Strong ability to analyze data from multiple sources to inform decisions, particularly regarding capacity and forecasting.
  • Communication: Exceptional stakeholder management and executive presence, with the ability to articulate complex concepts and negotiate priorities.
  • Methodology: Familiarity with both Agile and Waterfall methodologies, and ability to adapt governance to different team maturities.



Preferred Qualifications

  • Knowledge of Medicare and the technical ecosystems utilized to support the business.
  • Knowledge of Monday.com and or like tools helpful
  • Advanced knowledge of excel/power bi skills helpful
  • PMP certification helpful



Education Bachelor’s degree or equivalent work experience

Pay Range

The typical pay range for this role is:

$100,000.00 - $231,540.00


This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above. This position also includes an award target in the company’s equity award program.
