Fife Council is seeking an experienced and motivated Lead Consultant (Roads Maintenance) to provide professional supervision, specialist guidance and operational leadership across our roads and street lighting maintenance team in North Fife. In this key role, you will help deliver a responsive, integrated service that meets customer requirements for roads and lighting repairs. You will also provide an emergency response service for roads, street lighting and flooding incidents, as well as oversee delivery of the winter service. Working closely with colleagues and partner teams both within and out with the service, you will co-ordinate activities to deliver a high-quality, best-value and customer-focused service.

Key Responsibilities

In this varied and impactful role, you will: 

  • Provide professional supervision and technical guidance to team members. 

  • Work closely with the Service Manager to maintain consistently high service standards and performance.

  • Deputise for the Service Manager when required.  

  • Lead and coordinate the North Roads Maintenance team, ensuring effective planning and allocation of workload and resources.

  • Take an active role in the Winter Manager standby rota and contribute to winter decision‑making.

  • Manage health, safety and welfare to ensure full compliance with all legislation, policies, procedures and instructions.

  • Contribute to the ongoing monitoring, control and continuous improvement of service delivery.

  • Support preparation of budgets, spending profiles and service plans. 

  • Promote high performance standards and address underperformance effectively.

  • Prepare and deliver committee reports, papers, presentations and recommendations aligned with service priorities.

The Person

  • Educated to SCQF level 8, which includes HND or SVQ level 4 or equivalent.

  • Extensive experience in roads and street lighting maintenance, winter services, and emergency response operations, including fleet requirements and fleet management, all delivered with a strong focus on customer needs (aligned with the How We Work Matters Framework).

  • Excellent communication and presentation skills.

  • Strong understanding of trading arrangements and tendering processes within a Local Government environment

  • Comprehensive knowledge and awareness or relevant regulation, legislation and statutory requirements

  • Proven leadership and team‑building skills.

  • Ability to motivate others to perform to the highest standards

  • Demonstrated capability to lead and drive forward change in challenging circumstances.

  • Strong IT skills and willingness to embrace technology. 

  • Proven ability to lead and inspire a team, promoting a positive culture in the workplace.
