We are seeking an experienced and forward-thinking Lead Consultant for Car Parking Strategy & Operations to play a pivotal role in shaping the future of parking management across Fife.
This is a high-impact leadership role responsible for the strategic and operational management of Fife’s extensive car parking portfolio, including 172 public car parks, two Park & Ride sites and the delivery of services under Decriminalised Parking Enforcement (DPE). You will lead a dedicated team, influence policy, manage significant budgets, and ensure our parking infrastructure supports Fife’s wider transport, climate, accessibility and economic objectives.

Key areas of work include:
Lead the development, delivery and review of Fife’s Car Parking Strategy, including financial modelling and long-term planning.
Manage the DPE service, ensuring robust processes around enforcement, appeals, notices, complaints and performance management.
Oversee the strategic and day‑to‑day management of public car parks, ensuring they are safe, well-maintained, and aligned with the Asset Management Plan.
Control and monitor the car parking account, including income, expenditure and forecasting, ensuring strong financial governance and best value.
Provide professional leadership, technical guidance and strategic direction to the Car Parking Strategy & Operations team.
Build strong working relationships with elected members, partner organisations, internal services and local communities.
The Person
The successful candidate will be an experienced Transportation or Parking professional, educated to Degree level or equivalent, have excellent communication and team building skills and an appreciation of political objectives, local aspirations and financial constraints.
