Job Description

The Lead Commissioning Specialist is responsible for commencing, coordinating and completion of Testing & Commissioning Works of the Electrical substation protection and control systems in accordance with the overall targets (Safety, Quality, Cost and Delivery) defined for the Project and in line with the technical specifications of the Contract.

Key Responsibilities

  • Organizing and managing all the substation tests
  • Preparing test plan and associated test procedures
  • Carrying out all type of site tests of protection and control systems.
  • Establishing and updating testing schedule, in accordance with overall schedule
  • Managing test equipment at site such as: digital multi-meters, injection sets, watt-meters, etc., and ensure their calibration certificates are valid.
  • Checking all tests done on site are in accordance with contact requirements (quality, type)
  • Issuing and managing non-conformance reports when required
  • Ensuring marked-up of all drawings for preparation of as-built documentation
  • Centralizing/filling test reports and ensuring they are duly approved/signed by Consultant (if any) or Client
  • Organizing and managing the backup of all equipment computer files such as protection relays settings equipment configuration etc., in order to deliver them along with marked-up drawings
  • Ensuring compliance to PMH, GRID Quality & EHS Policies and IMS procedures
  • Recording and reporting of Quality Objectives & KPI data
  • Coordination with Client for Daily activities
  • Recommend field changes beneficial to plant operations or necessary for efficient
    commissioning.
  • Prepare final Commissioning report highlighting problem areas, recommended engineering
    changes, improvements in organizational efficiency and personnel performance evaluations to ensure that experience gained from each Commissioning is fed back to PM Team.
  • Prepare monthly progress reports of activities performed by Commissioning group and highlight any negative events such as delays, design/erection errors, missing spares etc.
  • Check on safety procedures – Permits, Method Statements, Risk Assessments, LOTO and all high-risk activities are followed during operation sequences and in use of equipment and materials.

Required Qualifications

  • Bachelor's degree in electrical engineering or related fields
  • Minimum 7 years working experience as a SAS Testing and Commissioning Engineer in a similar industry.
  • Familiar with specialized in Protection & Control, Sub-Station protection including all protection panels for different voltage levels 400/132/33/11kV (BusBar prot. line prot., BS prot., BC prot., transformer prot. scheme check, stability, Load shedding, Capacitors Prot..etc.).
  • Strong knowledge in all Control panels for different level (incl. AVR, ABTS, ACCS, AMR), and others.
  • Good knowledge to prepare interface ( CID ) files with SAS systems
  • Ability to influence internal stakeholders and functions laterally and upwards to achieve common project goals
  • Ability to succinctly communicate to senior leadership key project issues with appropriate visual aids
  • Ability to create genuine team dynamics and shared ownership of project goals
