Job Description

Responsibilities

Peraton's Department of the Interior (DOI), U.S. Fish and Wildlife Service (FWS), and NOAA's National Marine Fisheries Service (NMFS) have identified a critical gap in the federal government's ability to conduct comprehensive Endangered Species Act (ESA) research. While FWS operates an authoritative web-based platform for managing data for terrestrial and freshwater species, it does not currently include NMFS marine and anadromous species data forcing agencies to rely on separate, manual processes. This program closes that gap by integrating marine and anadromous species data into the existing FWS platform, creating a single, unified experience for all ESA-listed species.

Peraton is seeking a Lead Business Analyst to serve as the senior BA lead on a federal environmental data integration program. In this role, you will bring expertise in Endangered Species Act - Section 7 consultation processes and federal environmental platform workflows to drive requirements, compliance validation, and cross-agency coordination at the highest level.

Roles and Responsibilities

  • Serve as the senior business analysis lead across the full project, providing SME-level expertise in Endangered Species Act - Section 7 consultation processes, platform workflows, and multi-agency coordination
  • Lead requirements elicitation and documentation for all platform changes including species display, decision logic updates, template updates, and consultation routing
  • Conduct gap analysis between current platform capabilities and integration requirements, documenting findings for technical deliverables
  • Facilitate joint requirements workshops with the U.S. Fish and Wildlife Service (FWS) Ecological Services and NOAA Fisheries SMEs
  • Lead the development of consultation logic alignment documentation for joint agency use
  • Support compliance validation by verifying that species list generation, decision logic, template content, and consultation routing meet regulatory requirements
  • Coordinate with government SMEs to obtain required approvals and sign-offs on compliance-critical deliverables
  • Lead pilot consultation workflow design, defining scenarios covering all consultation types
  • Analyze pilot results and live consultation feedback, translating findings into actionable system updates
  • Lead the development of the Pilot Report with Metrics, capturing consultation cycle times, completion rates, defect summaries, and actionable findings from pilot workflow execution
  • Lead the development of the Endangered Species Act - Section 7 Compliance Validation Checklist, documenting validation criteria for species list generation accuracy, decision logic correctness, template content completeness, and consultation routing
  • Coordinate government review and acceptance of Updated DKeys and Consultation Package Builder Assets, ensuring all content meets regulatory requirements and agency sign-off is obtained
  • Contribute to final operational documentation and year-end reporting

Qualifications

Basic Qualifications

  • Bachelors degree and 10 years professional experience or a Masters degree and 8 years professional experience or an Associates degree and 12 years professional experience; or a high school diploma/equivalent and 16 years’ professional experience.
  • U.S. Citizenship required; must have the ability to obtain and maintain a Public Trust clearance
  • Extensive years of business analysis experience on federal IT programs
  • Expertise in Endangered Species Act - Section 7 consultation processes
  • Experience with federal environmental regulatory systems and multi-agency coordination
  • Strong requirements elicitation, documentation, and stakeholder facilitation skills
  • Experience supporting compliance validation activities on federal programs
  • Experience capturing and reporting pilot metrics including cycle times, completion rates, and defect summaries
  • Experience facilitating OMB or executive-level government reviews and demonstration preparation

Preferred Qualifications

  • CBAP or equivalent BA certification preferred
  • Direct experience with the FWS Information for Planning and Consultation (IPaC) platform, Ecological Services, or NOAA Fisheries systems
  • Experience with DOI, FWS, or NOAA Fisheries programs
  • Familiarity with data migration or system integration projects in a federal context
  • Active Public Trust Clearance

Target Salary Range

$86,000 - $138,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
