Transport Scotland is going through a transformation programme – Transforming Transport Together – which includes an Organisational Design element. As part of this OD work there is a Business Improvement workstream.

This is a one-year post to support the Head of Transport Strategy & Coordination and the Business Improvement Working Group develop and implement a number of
business improvement projects which have been identified through this workstream.

The projects identified for development include:
• Staff Directory of responsibilities
• TS Business Plan Upgrade
• Performance dashboard(s)
• Central system for information / Core briefs
• Stakeholder database
• TS Ministerial actions tracking
• New central repository of guidance and processes

The work will involve:

• Providing business analyst advice on the initial project initiation work for the TS wide projects
• Providing advice and leading process mapping across the organisation to support the design and development of the TS wide projects, supporting the development of skills within TS to continue this work.
• Providing advice on the use of new software and technological developments such as AI to improve the projects development and processes.
• Working with the relevant teams to design and develop the TS wide projects taking into consideration the other 3 steps

We have an opportunity for a C1 business analyst on a temporary basis to support delivery of Head of Transport Strategy & Coordination and the Business Improvement Working Group develop and implement a number of business improvement projects which have been identified through this workstream. This is an ideal development opportunity for someone looking to broaden their experience in this area.

Responsibilities

• Leads by example in the application of a range of analysis techniques to analyse the current state, of people, processes, and technology with our stakeholders.
• Facilitates collaboration and leads effective communication with all stakeholders, both business and technical, to support design, build and delivery to meet the user needs.
• Drive improvements to the overall quality of the analysis service through close collaboration with Transport Scotland’s Business Improvement Group, Hubs, and Digital teams.
• Provide leadership and management to a team of Business Analysts, giving direction and advice where necessary.
• Providing effective consultancy and advice to customers and stakeholders.
• Develop an understanding of the organisation's strategic goals, ensuring this is recognised through solutions and performance improvement.
• Build capability within own team, implementing best practice and enhancing skills capability through coaching and mentoring.
• Lead your team and ensure all analytical design work is in line with the Digital and Data standards in the Scottish Government, including the Scottish Digital Scotland.
• Service Standards and the Scottish Approach to Service Design.
• Have people management responsibilities and support mentoring across teams, as required.
• Takes a leading role in the DDaT Business Analysis practice events and mentors others.

Working pattern

This role is a temporary position with an expected commitment of 12 months.
