The Opportunity
 
The Lead, Budgeting, Forecasting & Financial Reporting is responsible for leading Carewest’s integrated financial planning and reporting functions, including budgeting, forecasting, financial reporting, and business advisory services.

This role is a key contributor to Carewest’s financial performance management framework, ensuring the timely development of high-quality budgets, forecasts, and compliant financial reports, while providing value-added advisory support to operational leaders. Working closely with the Finance leadership team, operational leaders, and the Carewest Executive team, the Lead drives consistency, standardization, and continuous
improvement across all financial planning and reporting processes. The role plays a critical part in strengthening financial stewardship, enhancing decision support, and fostering alignment between financial and operational objectives.
 
Budgeting & Forecasting Responsibilities: 
• Lead the development, coordination, and execution of the annual operating budget process across Carewest, including timelines, tools, guidance, and stakeholder engagement.
• Own and maintain budgeting and forecasting models, ensuring they are scalable, accurate, and aligned with organizational priorities, funding requirements, and operational drivers.
• Develop and document budget assumptions, methodologies, and allocation approaches in collaboration with Finance leadership.
• Coordinate and lead the monthly forecasting cycle, including consolidation of inputs, validation and challenge of assumptions, and identification of financial risks and opportunities.
• Partner with Director of Finance and Finance Business Partners to translate key operational drivers (e.g., staffing, occupancy, care models) into accurate and actionable financial forecasts.
• Perform scenario analysis, sensitivity modelling, and financial impact assessments to support strategic and operational decision-making, particularly in a constrained funding environment.
• Ensure strong alignment between budget, forecast, actual financial results, and external reporting requirements (including FIRMS and funding accountabilities).
• Partner with Director of Finance and Finance Business Partners to develop and maintain dashboards to support financial reporting and analysis surrounding key metrics, trends, and variances to support decision-making.
• Identify and implement process improvements, standardization, and automation opportunities within budgeting and forecasting cycles to enhance efficiency, accuracy, and sustainability.
 
Business Advisory Responsibilities:
• Lead monthly financial variance reporting across operational portfolios, ensuring accuracy, timeliness, and clear insights into key variance drivers.
• Translate complex financial results into clear, actionable insights for operational leaders and non-finance stakeholders.
• Build deep understanding of operations to effectively partner with program leaders and provide value-added financial advice.
• Facilitate monthly variance review meetings with operational leaders to explain results, identify root causes, and agree on mitigation strategies.
• Partner with operations to develop, monitor, and refine both compensation and non-compensation budgets.
• Drive continuous improvement in reporting processes, tools, and analytics to enhance decision support.

Financial Reporting Responsibilities: 
• Lead the preparation and coordination of Carewest’s quarterly and annual financial statements, including all supporting schedules and disclosures, ensuring full compliance with Public Sector Accounting Standards (PSAS) and alignment with external reporting requirements.
• Monitor and assess emerging and changing PSAS standards, evaluating their impact on Carewest’s financial statements, accounting policies, and financial reporting practices, and supporting the implementation of any required changes.
• Support the development, documentation, and continuous improvement of accounting policies and financial reporting processes to ensure consistency, accuracy, and compliance with public sector requirements.
• Support the preparation and review of quarterly FIRMS submissions, including validation of financial data, coordination of supporting schedules, and identification of risks or discrepancies prior to submission.
• Coordinate and review of grant reporting and submissions, ensuring accuracy, completeness, and compliance with applicable funding guidelines and reporting standards.
• Ensure integrity and reliability of financial data by supporting strong financial controls and reconciliation processes within the reporting cycle.
• Identify and implement process improvements and automation opportunities within financial reporting and year-end processes to enhance efficiency and reduce manual effort.
 
Qualifications & Experience:
• Minimum of a Bachelor’s Degree in Commerce, Business Administration, or related discipline with a focus in finance or accounting.
• Professional accounting designation (CPA, CA, CMA, CGA) is required.
• Minimum 5 - 8 years of progressive financial experience including budgeting, forecasting and financial reporting.
• Experience with Public Sector Accounting Standard (PSAS) is considered an asset.
• Strong analytical skills and intermediate to advanced Microsoft Excel skills.
• Highly organized with the ability to shift organizational priorities under pressure and tight timelines.
• Strong communication skills with operational leaders and other finance professionals.
• Experience with Hyperion, eManager, Power BI, and PeopleSoft are considered an asset.
• Experience in health care or the public sector is an asset.
