The Office of Technology Services (OTS) was established as a means of recognizing cost savings
through the consolidation of State IT assets and resources. The creation of OTS consolidated a wide
variety of existing hardware platforms, operating systems, database management systems, networks,
third party software, and custom applications.
OTS leads the State’s technology procurement process in order to standardize technology over the
entire organization, seek efficiencies of operations, maintenance, and scalability of new products
introduced to the OTS suite of services which can eventually be offered to all in-scope agencies.
The State intends to secure temporary IT personnel for job title(s) listed below:

JOB TITLE: Senior Application Administrator
The scope of the proposed services will include the following:
â Select and manage a team of data modernization and informatics staff
â Lead the team’s strategic planning and implementation process
â Manage data infrastructure to improve data integration, enhance interoperability, assure
effective data governance, and support the development of reporting and visualizations
â Ensure modernization efforts achieve improved timeliness and quality of data, better
coordination of data activities and systems, reduction of data burden, and integration of
emerging and open-source technologies where possible
â Coordinate with experts across the agency to assess the agency data environment and
identify improvements required for the development of an effective data warehouse and
data integration strategy.
Expertise and/or relevant experience in the following areas are mandatory:
â Ten (10) plus years professional experience in health or related data or systems
management.
â Bachelor’s degree in Computer Science, Computer Engineering, Data Science,
Management Information Systems, or Information Technology.
â Prior experience working with public health agencies (e.g., CDC, NIH, or State
Departments of Health) to modernize legacy data infrastructures.
Expertise and/or relevant experience in the following areas are desirable but not mandatory:
â Master’s degree in public health, health informatics, data science, or other related field.
JOB TITLE: Data Architect
The scope of the proposed services will include the following:
ï· Design the vision and blueprint of an organization’s data framework.
ï· Design and manage data systems, set policies for how data is stored and accessed,
coordinate various data sources within an organization, and integrate new data
technologies into existing IT infrastructures.
ï· Data modeling and design, including software development and database administration.
Expertise and/or relevant experience in the following areas are mandatory:
â Ten (10) plus years professional experience in data ecosystems writing SQL queries,
building ETL pipelines, and designing data architecture.
â Bachelor’s degree in Computer Science, Computer Engineering, Data Science,
Management Information Systems, or Information Technology.
â Prior experience working with public health agencies (e.g., CDC, NIH, or State
Departments of Health) to modernize legacy data infrastructures.
