Job Description

The Law Enforcement Training Advisor will support the U.S. Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL) by deploying to the Republic of the Marshall Islands (RMI) to provide mentorship and technical assistance that establishes a sustainable, locally owned, competency-based two-semester basic law enforcement training program. The advisor will support RMI law enforcement, customs, and other security-sector institutions in using the security and law enforcement (SLE) and related advanced training to prepare new and in-service personnel, strengthen career pathways, elevate professional standards, improve sector-wide mobility, and enhance the overall effectiveness, professionalism, and retention of the security sector.


Key Responsibilities:

  • The Law Enforcement Training Advisor will support the establishment of a two – semester certification in security and law enforcement (SLE).
  • Advise RMI counterparts on curriculum development, training design, and instructional methods for a two-semester certification program aligned with RMI’s policing and security needs.
  • Support CMI and RMI law enforcement agencies to institutionalize SLE as the standard entry-level and in-service training mechanism for RMI’s law enforcement and broader security sector.
  • Facilitate working groups on police and security sector modernization, including entry requirements, career progression, and sector-wide pathways enabled by the SLE.
  • Provide technical project management and coordination support to integrate outside subject-matter experts, such as federal or regional law enforcement training institutions, to develop and deliver technical skill modules on an as-needed basis (for example, baton, pepper spray, defensive tactics curriculum, and associated instructor certification).
  • Design and deliver train-the-trainer activities for prospective SLE faculty drawn from RMI Police, customs, immigration, and ONS, emphasizing adult learning methodologies and practical, scenario-based instruction.
  • The advisor will be based in RMI for approximately five (5) months, with intensive in-person engagement and possible limited remote support before or after deployment (for example, for document review and coordination).
  • The advisor will use participatory curriculum design workshops, joint drafting sessions, classroom demonstrations, and mock teaching exercises.
  • The advisor will ensure SLE development aligns with broader U.S. support to RMI and complements existing initiatives.
Requirements

Minimum Qualifications:

  • Must be employed in the respective lines of work for which they are being considered (i.e., police officer, prosecutor, law enforcement advisor, etc.) or be recently retired/separated within the last five (5) years.
  • Excellent verbal and writing skills. Ability to communicate in English (FSI Standard level four for writing, reading comprehension, speaking for U.S. citizens).
  • Valid U.S. driver’s license and ability to operate a standard transmission vehicle.
  • Good health and be able to pass requisite physical, medical, and psychological tests if required for assigned mission/country and be able to sustain a deployment up to nine (9) months. o Valid U.S. passport for at least six months at all times.
  • The ability and willingness to train other individuals in their area of expertise.
  • Unblemished background.

Preferred Qualifications:

  • Prior service as an instructor, training coordinator, or academy leadership at a law enforcement or security training institution. Experience designing and delivering basic recruit training and in-service courses for police, customs, or other security services. Demonstrated experience developing competency-based curricula, course syllabi, lesson plans, and practical exercises for law enforcement or security personnel.
  • Familiarity with adult learning principles and modern instructional methodologies (scenario-based, problem-based, and blended learning) .
  • Experience designing and delivering train-the-trainer programs and coaching new or non-professional instructors.
  • Experience supporting police or security-sector professionalization efforts (entry standards, certification frameworks, career paths, or accreditation).
  • Experience working with or across multiple security institutions (police, customs, immigration, coast guard, national security offices, corrections, etc.).
  • Prior work experience in small-state, island, remote, or similarly resource-constrained environments.
  • Experience helping stand up new training programs, academies, or certification schemes, including related policies and procedures.
