Agricultural Law Enforcement Lieutenant Duties:
The incumbent in this position is responsible for directing the daily activities of Officers under his/her supervision.
The supervision of others in the enforcement, prevention and suppression of criminal and regulatory violations relating to responsibilities under Chapter 570, Florida Statutes, is a unique, highly technical and specialized field of law enforcement requiring independent professional judgement.
Activities include, but are not limited to, the supervision and enforcement of agricultural, horticultural, livestock laws, any criminal matter as specified in Section 570.65, Florida Statutes, any regulatory activities authorized by the Florida Administrative Code relating to law enforcement functions of the Department of Agriculture and Consumer Services, and any other related work required.
The incumbent is responsible for the supervision of those employees assigned as directed and ensuring the proper and timely disposition of all violations and required reports. The incumbent notifies supervisor(s) of any significant occurrences which affect operations.
Each Law Enforcement Lieutenant shall meet the qualifications of law enforcement officers established by Chapter 943, Florida Statuates. Each Law Enforcement Lieutenant is subject to and has the same arrest, jurisdiction and other authority provided for state law enforcement officers in Chapter 901, Florida Statutes. Each Lieutenant also has the same right and authority to carry arms as do the sheriffs of this state.
Organizes, plans, coordinates, directs and supervises activities of Officers to ensure that departmental goals are obtained and violations relative to Chapter 570, Florida Statutes, are enforced. Supervises the agency’s Mobile Vehicle and Cargo Inspection System program and its operators. Schedules and assigns the work of Mobile Vehicle and Cargo Inspection System units in coordination with the activities and operational aspects of the interdiction stations to ensure maximum coverage and optimum utilization of the Mobile Vehicle and Cargo Inspection System program. Coordinates for staffing and equipment needs; supervises critical incidents; recognizes and recommends awards for performance; maintains two way communications between officers and management; identifies officers, corporals and sergeants with leadership traits and mentors accordingly; reviews subordinates’ paperwork; ensures adherence to proper evidentiary procedures; works to maintain a high level of morale and motivation; inspects and ensures the operational readiness of the officers’ assigned equipment; performs supervisory inquiries on minor incidents. Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner. Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures. Responsible for ensuring all aspects of the functions under their responsibility are in adherence to CFA Accreditation requirements.
Supervises, organizes, plans, develops, and delivers the agency Mobile Vehicle and Cargo Inspection System program training. Coordinates with the Training Section for needed training support and documentation. Ensures training and requirements for certifications are met and maintained. Delivers new Mobile Vehicle and Cargo Inspection System training for newly hired or promoted operators. Supervises or delivers the field training program within the program as required. Delivers recurring training as needed.
Responsible for the certification, licensing, maintenance and technology aspects of the Mobile Vehicle and Cargo Inspection Systems. This includes but is not limited to maintaining any required licensing with the Florida Department of Health or other regulatory entities and any required certifications, coordinating required maintenance, calibrations, and warranty issues with the units and the vendor, and serving as contract manager with the vendor.
Completes and presents employee performance appraisals for Officers under their supervision. Identifies employee deficiencies and initiates corrective training. Resolves personnel matters and initiates disciplinary action when required. Conducts regular meetings with staff to review changes in statutes, rules, policies and procedures.
Responsible for managing and administering other Aglaw technological programs under the purview of the Bureau of Special Operations. These include but are not limited to the Backscatter Program, and the Radiological – Nuclear Prevention and Detection Program. Serves as contract manager where applicable. Ensures effective implementation of these programs, any required licensing and certifications, maintenance and repairs of equipment, operator training, inventories, and other responsibilities which may be specified in policies or SPMs. Works with the chain of command to research and identify emerging technologies and best practices for technologies which may enhance Aglaw’s mission and scope of responsibilities.
Oversees and ensures proper disposition of all violations which are found by Law Enforcement Investigators and Officers under their supervision.
Coordinates activities as directed with State and Federal agencies, other divisions within the Department, federal, state and local law enforcement agencies and other related entities.
Assists with or supervises Officers during special assignments or natural disasters and emergency operations.
Attends training and travels as required.
Performs other duties as needed.
Knowledge, Skills and Abilities:
•Knowledge of law enforcement and investigative principles and techniques.
•Knowledge of security and safety principles.
•Skills in writing reports, preparing and presenting training materials, coordinating activities with other law enforcement agencies.
•Skills in planning, organizing and directing the local law enforcement program.
•Skills in the operation of assigned equipment such as: firearms, surveillance equipment, radios and handcuffs.
•Ability to interview suspects and witnesses and to gather and submit physical evidence.
