Summary

The City of Glendale's Field Operations Department provides essential services that directly impact the community and provide support to other departments within the city. The Field Operations Department is made up of four separate divisions that include Solid Waste Management, Equipment Management, Facilities Management, and the Landfill.

The Landfill Service Worker performs skilled and semi-skilled construction, maintenance, and repair work at the City's landfill.

This position is:

  • FLSA non-exempt, and will earn overtime for any hours worked over 40 in a week.
  • A Grade 311 with with an hourly salary between $21.5625 - $32.3438

The City of Glendale also offers Regular status positions the following:

  • 10.5 paid holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays
  • Vacation leave accrues at:
  • 5.33 hours per pay period (138 hours/17.25* days per year)
  • Increases to 6.12 hours per pay period after 5 years
  • Then caps out at 7.6 hours per pay period after 10 years of service
  • Sick leave accrues at 4.4 hours per pay period (114 hours/14.25 days* per year)
  • Days per year estimates are based on an 8-hour work day.

This position participates in the Arizona State Retirement System (ASRS).

  • Contribution is mandatory, and deducted every pay period
  • The current contribution rate is 11.98%

Examples of duties

  1. Performs skilled and semi-skilled construction, maintenance and repair work, such as repairing streets, laying concrete, carpentry, painting, plumbing, landscaping, and repair of specialized equipment.
  2. Operates various light, medium, and heavy equipment including brush tractors, dump trucks, mowing and sweeping equipment, trucks, truck with trailers, and Fire vehicles.
  3. May provide general direction to other employees and volunteers.
  4. Uses various hand and power tools to accomplish tasks.
  5. Explains and enforces rules and regulations pertaining to safety, barricading, direction of traffic, hazardous materials, and operation of equipment.
  6. Notifies residents and businesses of work being performed; answers questions from citizens.
  7. Maintains daily work records; may perform some computerized data entry work.
  8. Transports and sets up supplies and equipment; makes required safety checks.
  9. May act as a lead worker with ASPEN inmates.
  10. Operates city vehicles; depending on area of assignment may operate vehicles which require a Commercial Driver’s License (CDL).
  11. Performs other related duties as assigned.

Solid Waste Management/Landfill:

  1. Prepares cover products and applies to landfill face and slopes.
  2. Controls dust by spraying water to roadways from water truck.
  3. Transports fuel to heavy equipment via fuel truck.
  4. Operates Water Truck and Waterpull.
  5. Assists weigh scale operator.
  6. Directs waste haulers to dumping locations, and monitors wastes for non-acceptable materials.

Qualifications

Minimum Qualifications:

One year of experience in construction, maintenance, and repair work and/or in the operation of light, medium and heavy equipment related to area of assignment.

Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.

Knowledge of:

  • Rules, regulations, policies and procedures relating to area of assignment
  • Materials, tools, equipment, safety hazards and precautions common to the assigned areas of responsibility
  • Hazard, safety rules, precautions related to equipment operation
  • Traffic laws, ordinances, rules and regulations as they relate to equipment operation
  • Street layouts and routes
  • Confined space entry procedures.

Ability to:

  • Read and understand blue prints, technical diagrams, and maps
  • Barricade work sites according to the Phoenix barricade manual
  • Understand and follow safe working practices
  • Communicate effectively, both orally and in writing
  • Deal courteously with the public
  • Establish and maintain effective working relationships with City staff and citizens
  • Operate and perform maintenance and minor repair on light, medium, and heavy equipment
  • Perform general maintenance and service requirements of equipment in area of responsibility
  • Understand and carry out oral and written instructions and work independently
  • Accurately and timely complete reports and logs; record daily work activities and enter and retrieve information on computers
  • Identify paint coatings for material and color matching
  • Operate and understand atmospheric sensing devices
  • Maintain the appropriate state of Arizona driver license with relevant endorsements
  • Coordinate hand and eye movements
  • Operate city vehicles; depending on area of assignment, operate vehicles which require a Commercial Driver’s License (CDL)

Special Requirements:

  • This position is classified as safety-sensitive which requires candidates to successfully undergo drug and alcohol testing prior to employment. They will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy. A post-offer physical assessment is required. The City of Glendale will incur the cost of all required testing.
  • Valid Arizona class D driver license.
  • Valid Commercial Driver's License with endorsements is required for some positions and some positions require the ability to obtain a CDL within 90 days.

Physical Requirements:

Work involves heavy digging, heavy lifting of 50 to 75 pounds, pushing/pulling trash containers and other objects, operating hand-held hydraulic jackhammers, extensive walking, bending, standing, lifting, raking and crawling; standing on ladders. Enters, exits, and operates city vehicles; depending on area of assignment, may enter, exit, and operate vehicles which require a Commercial Driver’s License (CDL).

Working Conditions:

Exposure to heavy traffic, weather extremes; hazardous materials, dust, insects and gases.
