Labour Mobility Officer (Communications) – Vanuatu

This is an exciting opportunity to contribute to labour mobility communications in Vanuatu through the Pacific Australia Labour Mobility (PALM) scheme. Based in Port Vila, this role sits within the Employment Services Unit (ESU) of the Department of Labour & Employment Services and plays a key role in supporting effective communication and engagement initiatives.

This is a locally engaged position with fixed-term contract available until 30 June 2027.

Palladium is advertising this role on behalf of the Government of Vanuatu, Department of Labour & Employment Services - Employment Services Unit. Engagement is through a local Employer of Record who provides support, including contracting and payroll administration.

Labour Mobility Programs (PALM and RSE):

There are currently two labour mobility programs being implemented in Vanuatu. The Pacific Australia Labour Mobility (PALM) scheme offers both seasonal and long-term opportunities for Ni-Vanuatu to work in Australia for up to four years, in various sectors including meat-works, agriculture and tourism. The Recognised Seasonal Employers (RSE) scheme offers opportunities for Ni-Vanuatu to work in New Zealand for up to 7 months at a time primarily in the viticulture and horticulture sectors.

About the Employment Services Unit

The Employment Services Unit (ESU) within the Department of Labour & Employment Services is responsible for delivering a high- quality labour mobility program to both Australia and New Zealand. Part of quality programming is to ensure that the labour mobility information shared with workers and their families, employers, labour mobility stakeholders, and with the public is accurate and timely.

About the Role

The Labour Mobility Officer - Communications is responsible for coordinating and promoting labour mobility communications in Vanuatu across a range of media channels, including television, radio, print media, and social media, with a particular focus on the Department of Labour's Facebook page. The role also supports regional communication initiatives and contributes to the development of monitoring, evaluation, and reporting products to showcase program outcomes and impact.

The role will:

  • Develop and implement communication plans to support and promote labour mobility program in Vanuatu.
  • Produce and coordinate communication content and materials for social media, radio, television, print media, and other relevant communication channels.
  • Manage and regularly update the Department of Labour's Labour Mobility Facebook page and other communication platforms.
  • Identify and support opportunities to promote labour mobility program in partnership with stakeholders, donor partners, and communication networks.
  • Build and maintain effective working relationships with local, national, regional, including international stakeholders, development partners and relevant labour mobility stakeholders.
  • Support the development of monitoring and evaluation communication products, assist colleagues to strengthen communication capabilities, and undertake administrative, reporting, and meeting responsibilities associated with the role.

The Department of Labour & Employment Services is looking for someone who:

  • Holds an undergraduate qualification in communications, journalism, science communication, or a related field, with at least three years' experience in a communications role.
  • Demonstrates excellent written and verbal communication skills and can engage professionally with government, media, community and development partner stakeholders.
  • Shows initiative, sound judgement and strong organisational skills, with the ability to manage projects, prioritise competing demands and meet tight deadlines.
  • Is proficient in Microsoft Office, email, internet tools and digital platforms, including social media.
  • Understands gender equality, disability and social inclusion, and demonstrates a commitment to diversity, inclusion and respectful cross-cultural engagement.
  • Is fluent in English and Bislama and has familiarity with Pacific labour mobility program, including the PALM scheme.
