Scope of Position: The L1 SSHO is the prime contractor’s senior safety authority on-site, accountable for designing, implementing, and continuously improving the Safety & Health Program in accordance with EM 385-1-1, host-nation requirements, and PWS 1.5.1.3.1.6. This role ensures all O&M activities—from routine preventive maintenance to emergency repairs—are executed under the strictest safety controls. The L1 SSHO partners with the CMM, COR, and subcontractor leads to integrate safety into every phase of work planning, execution, and close-out. This officer also serves as the primary liaison with U.S. Army Safety Offices, local emergency services, and environmental health authorities.
Tasks and Capabilities Required:
· Program Development & Oversight:
o Draft, review, and maintain the Accident Prevention Plan (APP) and site-specific safety addenda.
o Develop Activity Hazard Analyses (AHAs) and Job Safety Analyses (JSAs) for all high-risk tasks (e.g., confined-space entry, energized electrical work, crane operations).
o Author and enforce Standard Operating Procedures (SOPs) for routine and non-routine O&M activities, ensuring alignment with EM 385-1-1, OSHA 1910/1926, and host-nation statutes.
· Training & Competency Management:
o Design and deliver comprehensive safety training modules (e.g., fall protection, lock-out/tag-out, respiratory protection, hazard communication) and verify employee competency.
o Maintain and audit Safety Training and Competency Assessment files for all contractor and subcontractor personnel.
o Coordinate annual refresher courses and track OSHA card expirations.
· Inspection, Audits & Engagement:
o Conduct daily site safety walk-downs, weekly toolbox talks, and monthly formal safety audits; identify hazards, document findings, and ensure timely corrective actions.
o Facilitate multi-discipline safety committees and disseminate safety bulletins to drive continuous improvement.
o Utilize mobile inspection apps to capture real-time safety observations and track corrective-action closure.
· Incident & Emergency Response:
o Lead root-cause investigations for all incidents, near-misses, and property damage events; prepare detailed investigation reports with recommendations for systemic fixes.
o Act as on-call safety lead for after-hours and emergency work orders, coordinating with host-nation first responders and U.S. military emergency teams.
o Develop and exercise Emergency Action Plans (EAPs) and site evacuation drills in partnership with the COR and local authorities.
Mandatory Experience and Certifications:
· OSHA 30-Hour Construction and General Industry cards.
· At least 24 hours of formal Safety & Occupational Health (SOH) training within the last five years, plus documented annual refresher training.
· Minimum five (5) years’ direct experience managing safety programs on complex O&M or construction projects, including extensive work under EM 385-1-1 or equivalent military safety standards.
· Proven effectiveness in facilitating cross-functional safety teams and driving zero-injury performance.
Preferred/Desired Certifications:
· Certified Safety Professional (CSP)
· Construction Health and Safety Technician (CHST)
· HAZWOPER 40-Hour Certification
· First Responder Incident Command (IC-100)
