Position Summary:

IT Veterans (ITV) is seeking a Subject Matter Expert (SME) Knowledge Manager to support the White House Communications Agency (WHCA) modernization portfolio.

The SME Knowledge Manager will own the requirements and knowledge baseline for the WHCA modernization portfolio. This position is responsible for documenting and tracking requirements, maintaining end-to-end traceability from requirements through fielded solutions, and ensuring that traceability and supporting documentation are preserved as part of the official record.

The SME will maintain clear, at-a-glance linkage among requirements, projects, solutions, and the statutory or policy authorities under which they are executed, including applicable Title 10, Title 50, Title 40, and Title 44 authorities.

The Knowledge Manager will serve as a central resource for modernization program knowledge, providing leadership with either executive-level summaries or detailed information on modernization efforts, requirements, decisions, risks, dependencies, and project status as needed.

Key Responsibilities:

  • Design, administer, and govern the Jira and Confluence environment as the authoritative system of record for requirements, decisions, and project knowledge across the WHCA modernization portfolio.
  • Capture, decompose, and baseline requirements from WHCA leadership, Task Force leadership, and government engineering personnel. Assign unique identifiers and maintain configuration control over the requirements baseline.
  • Build and maintain bidirectional traceability from each requirement through design, implementation, testing, and fielded solution, ensuring change history is preserved as part of the official record.
  • Maintain an authority traceability framework linking requirements, projects, and solutions to applicable statutes, directives, authorizations, and DoD or WHCA policies, including Title 10, Title 50, Title 40, and Title 44.
  • Develop at-a-glance authority and requirements views for senior leadership, program stakeholders, and oversight organizations.
  • Produce on-demand portfolio reporting at both executive-summary and detailed levels, including project status, dependencies, risks, decisions, requirements, and open actions across modernization efforts.
  • Establish and enforce knowledge management standards, including taxonomy, metadata, templates, naming conventions, access controls, and records retention and disposition requirements.
  • Ensure knowledge management and records practices are consistent with applicable Title 44 records requirements and DoD records management policies.
  • Develop dashboards, structured queries, and reporting automation within Jira and Confluence to improve visibility and reduce manual status collection.
  • Serve as the primary point of contact for requirements management and knowledge management questions from WHCA leadership and modernization stakeholders.
  • Brief senior military and civilian leadership on requirements status, project knowledge, traceability, risks, dependencies, and other program information.
  • Train and coach project leads, engineers, and other stakeholders on requirements management, knowledge management, and system-of-record practices.
  • Conduct periodic audits to ensure compliance with established knowledge management, requirements management, and system-of-record standards.

Required Qualifications:

  • Active TS/SCI clearance.
  • Bachelor's degree and 12 or more years of progressive experience in knowledge management, requirements management, records management, or a related field. Master's degree preferred.
  • Minimum 10 years of hands-on experience with Jira and/or Confluence, including project and space design, workflow and issue-type design, custom fields, dashboards, filters, structured queries (JQL), and page and template architecture.
  • Jira/Confluence Data Center experience required.
  • Demonstrated experience developing and maintaining requirements traceability matrices for large, multi-project technical portfolios.
  • Working knowledge of federal records management requirements under Title 44 and DoD 5015.02-STD, as well as the distinction between Title 10, Title 50, Title 40, and Title 44 authorities as they relate to DoD IT and communications programs.
  • Experience supporting knowledge management or requirements management within a TS/SCI environment.
  • At least one current Atlassian certification or credential, such as:
  • ACP-610 – Managing Jira Projects for Data Center
  • ACP-620 – Managing Jira Projects for Cloud
  • Confluence Space Administration Pro Skills Badge

Preferred Qualifications:

  • Demonstrated ability to communicate complex technical and program information at both the executive-summary and detailed technical levels, both in writing and during briefings.
  • Additional Atlassian project-level certification or credential. ACP-100 – Jira Administration for Data Center is a plus.
  • ICRM Certified Records Manager (CRM) or Certified Records Analyst (CRA) certification.
  • IREB CPRE Advanced Level (Requirements Management), IIBA CBAP, or PMI-PBA certification.
  • KM Institute Certified Knowledge Manager (CKM) certification.
  • Experience implementing and managing Jira and Confluence in air-gapped or multi-enclave environments, including cross-domain content handling.
  • Experience supporting Presidential, SAP, or other high-consequence communications programs.
  • Prior military or government service in communications, intelligence, acquisition, or a related field.
