POSITION OVERVIEW Reporting to the Corporate Executive Officer of Kainaiwa Children’s Services Corporation, the Manager of Blood Tribe Child Protection Services provides strategic leadership and operational oversight for child and family services. Guided by Kainayssini, Blood Tribe values, and the principles of the proposed Blood Tribe/Kainai Family Preservation Code, the Manager ensures services are delivered in accordance with applicable provincial legislation and the Delegated First Nation Agreement. The Manager promotes family unity, cultural continuity, and community-based solutions that support the safety and well-being of Blood Tribe children and families. The Manager oversees service delivery, staff leadership, regulatory compliance, financial management, crisis response, and continuous program improvement. In addition to the duties outlined below, the Manager shall perform other related duties as assigned by the Corporate Executive Officer from time to time. DUTIES AND RESPONSIBILITIES PROGRAM LEADERSHIP AND SERVICE DELIVERY Lead and oversee BTCPS programs, including Intake Investigation, Family Enhancement, Case Management, Adoption, Foster Care, Kinship Care, and Licensing Services. Ensure programs and services comply with applicable legislation and the Delegated First Nation Agreement while reflecting Blood Tribe values and the principles of the proposed Blood Tribe/Kainai Family Preservation Code. Promote early intervention and culturally appropriate services that prioritize family preservation, reunification, and cultural continuity. Develop and maintain effective administrative systems that support program operations, accountability, and service delivery. Lead education and outreach relating to child protection and culturally appropriate placement options. Support the expansion of Child Intervention Services for Blood Tribe children, youth, and families living off Nation. OVERSIGHT, COMPLIANCE, AND CRISIS RESPONSE Monitor program delivery and compliance with applicable legislation, standards, agreements, policies, and procedures. Review legislation, policies, and service practices to identify gaps and recommend improvements. Keep the Corporate Executive Officer informed of high-profile, sensitive, complex, or emerging matters. Respond to client and public concerns, ministerial inquiries, high-profile cases, and requests from the Corporate Executive Officer. Provide operational guidance to supervisory staff regarding complex or escalated child protection matters. Oversee the availability and effectiveness of after-hours crisis intervention services. Be available, or designate an appropriate backup, to support staff with urgent after-hours child protection matters. Provide consents and approvals within the Manager’s delegated authority under the Child, Youth and Family Enhancement Act. STAFF LEADERSHIP AND DEVELOPMENT Provide overall leadership, supervision, coaching, and performance oversight to BTCPS supervisory and leadership staff. Collaborate with Human Resources on recruitment, orientation, staffing, performance management, and employee development. Monitor and evaluate staff performance through culturally informed supervision, regular feedback, and clear accountability. Support supervisors in developing their leadership abilities through mentorship, professional development, and temporary coverage opportunities. Facilitate appropriate delegation under the Child, Youth and Family Enhancement Act. Promote a respectful, collaborative, resilient, and culturally grounded work environment. FINANCIAL AND OPERATIONAL MANAGEMENT Oversee the BTCPS program budget and ensure expenditures align with approved allocations, policies, contracts, and funding agreements. Lead budget forecasting and quarterly reporting in collaboration with Finance and Human Resources. Forecast staffing costs, including salaries, overtime, and relief coverage. Allocate resources to support urgent cases, travel requirements, and culturally appropriate services. Review and approve extraordinary funding requests for high-needs cases or culturally specific supports within the Manager’s authority. Maintain effective documentation practices and support audit readiness. Contribute to multi-year financial and operational planning for BTCPS. PERFORMANCE MEASUREMENT AND QUALITY ASSURANCE Develop and monitor performance indicators relating to service effectiveness, cultural relevance, family outcomes, and organizational priorities. Monitor Electronic Service Delivery Accountability Standards results and other service-delivery measures. Identify service trends, areas of risk, and opportunities for improvement. Support continuous improvement through data analysis, case reviews, staff feedback, and service-delivery results. Invite feedback from Elders, families, and community partners to help evaluate and strengthen services. Report quality assurance findings and recommendations to the Corporate Executive Officer and incorporate them into operational planning. QUALIFICATIONS Bachelor of Social Work is required; a Master of Social Work is preferred. Minimum of five years of direct Child Intervention Services experience, including direct supervisory experience. Experience working in or with First Nations communities is essential. Thorough knowledge of the Child, Youth and Family Enhancement Act and other legislation and regulations relevant to Child Intervention Services. Demonstrated experience in case management, child protection, program leadership, and service delivery. Experience with budgeting, forecasting, financial oversight, performance monitoring, and reporting. Proficiency with Microsoft Office and case management systems. Ability to understand and speak the Blackfoot language is preferred. Must possess a valid Class 5 driver’s licence. Must be available to provide or arrange support for urgent after-hours child protection matters. POSITIONS SUPERVISED The Manager directly supervises BTCPS supervisory and leadership staff and provides overall leadership and oversight to BTCPS employees. The positions supervised and the organizational structure reporting to this role may change from time to time based on operational and organizational needs.
