Qualifications

This recruitment is being conducted to fill one (1) full-time vacancy and six (6) extra help vacancies, which may be filled at the Juvenile Hall Counselor I or Juvenile Hall Counselor II level, depending on qualifications, for the Juvenile Hall at Napa County's Probation Department. The list established by this recruitment may also be used to fill future full-time, part-time, limited term, and extra help vacancies for up to one year.The Napa County Probation Department is recruiting to establish an eligibility list for Juvenile Hall Counselor classification, which may be filled I or II level, depending on qualifications. This recruitment is for the on-call float pool, with at least nine (9) Extra-Help vacancies available, to support the current operations of the Juvenile Hall.

Under California Code of Regulations Title 15, gender is a bona fide occupational qualification for the Juvenile Hall Counselor position.

Extra Help positions are temporary assignments with a schedule up to 29 hours per week (up to 1,000 hours per fiscal year) and have limited benefits. Extra Help employees are not eligible for promotional opportunities that are open to regular part-time and full-time employees.

About the Position & Department:

Juvenile Hall Counselors are responsible for the supervision, care and custody of youth detained in Juvenile Hall, and assist with counseling juveniles that are referred to the Hall. The Napa County Probation Department operates adult and juvenile court-related services in the areas of investigation and supervision with the mission to enforce court orders to inspire positive change, transform the lives of offenders, victims, and families, and promote community safety. The Department is also responsible for the overall operation of the County’s Juvenile Hall, which provides custody, counseling, medical care and guidance of delinquent and custodial youth in a variety of programs. Persons employed in this class must be willing to work evenings, weekends, and holidays.

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

  • Juvenile Hall Counselor I Experience: None Required.
  • Juvenile Hall Counselor II Experience: One (1) year of experience as a Juvenile Hall Counselor. (A bachelor's degree with a major in psychology, sociology, criminology, social welfare, or closely related field can substitute for up to six months of the required experience.)
  • Education: Equivalent to completion of two (2) years of college with major course work in psychology, sociology, criminology, social welfare or a closely related field. (Up to one (1) year of experience involving the supervision, care or leadership of juvenile groups may be substituted for an equal amount of the required education.)
  • License: Possession of a valid California Driver's License. Possession of, or ability to obtain within one year, valid first aid and CPR certificates.

*Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, individual must maintain such license, certification, or registration to meet the minimum qualifications of this position.

INFORMATION SESSION & PRE-BACKGROUND CHECK: The Information Session is tentatively scheduled on THURSDAY, NOVEMBER 12, 2026. The Information Session will consist of a detailed discussion about the Probation Officer position at Napa County, and the completion of a pre-background questionnaire (Personal History Statement - PHS).

PHYSICAL AGILITY TEST (PAT): Those who attend the Information Session AND pass the pre-background questionnaire (Personal History Statement - PHS) will be invited to the Physical Agility Test that same day in the afternoon. Physical Agility Test scores from other agencies are not accepted.

The Physical Agility Test will consist of the following: Lift and drag a 165-pound dummy 20 feet in 30 seconds;Maneuver completely through a zigzag course; donning a 20 pound. backpack at midpoint and returning to start point in 30 seconds;Prone plank for 30 seconds20 Push-Ups (Military or Modified) in 1 minute;Sprint 75 yards within 20 seconds;Support the weight of a 165-pound hanging bag for 30 seconds.

BSCC Written Examination

(Proctored in person. Applicants may submit a qualifying BSCC T-Score obtained through another California agency within the past 12 months for consideration in lieu of retaking the examination. This will be reviewed on a case-by-case basis.)Only those who pass the Information Session & Physical Agility Test will be invited to take the BSCC Written Examination tentatively scheduled the week of November 30 at the Napa County Sheriff's Office.

Only the most qualified candidates from the oral panel exam will be placed on the eligibility list and may be considered to fill positions for up to one year.
