The Department of Children, Youth, and Families (DCYF) is seeking an experienced and collaborative leader to oversee the statewide administration of the Evidence-Based Expansion (EBE) and Block Grants in partnership with Washington's juvenile courts. This key management position works closely with courts and internal stakeholders to support data-informed decision-making, ensure the accuracy and integrity of program and fiscal information, and promote effective administration of statewide juvenile court programs that support positive outcomes for youth, families, and communities.

As part of the Office of Community Engagement and Youth Justice, this position contributes to DCYF's mission of ensuring Washington's children and youth grow up safe and healthy by supporting evidence-based programs designed to reduce recidivism, enhance public safety, and address long-term criminal justice costs.

The Opportunity:

As the Juvenile Court Programs Manager, you will provide statewide leadership and oversight for approximately $22 million in Evidence-Based Expansion (EBE) and Block Grant funding awarded to 34 juvenile courts across Washington. You will oversee program administration, contractual requirements, program data, and monthly invoice approvals while promoting accountability for the outcomes associated with these investments.

In this role, you will conduct complex qualitative and quantitative analysis to evaluate program, fiscal, and practice information; identify trends, risks, and opportunities for improvement; and develop recommendations that inform statewide strategies and decision-making. You will work collaboratively with juvenile courts, DCYF leadership, fiscal and program teams, and other internal and external stakeholders to strengthen processes, resolve complex issues, and ensure program and funding requirements are consistently and effectively administered.

This position offers an opportunity to combine program leadership, fiscal oversight, data analysis, contract management, and statewide partnership to strengthen Washington's juvenile court programs and support better outcomes for youth and families.

Some of what you will do:

  • Serve as the statewide subject matter expert for juvenile court program performance, fiscal accountability, and data-informed program management related to Evidence-Based Expansion (EBE), Block Grant, and Special Disposition Alternative programming.
  • Lead expert-level programmatic and fiscal analysis to evaluate program efficiency, contract performance, and alignment with agency priorities and evidence-based practices.
  • Review, validate, analyze, and maintain monthly program and fiscal data submitted by juvenile courts and providers to ensure data integrity and support statewide oversight.
  • Enter, maintain, and manage programmatic performance, and budget data within Smartsheet and agency reporting systems to support fiscal monitoring and decision-making.
  • Review and approve monthly invoices and supporting fiscal documentation for EBE and Block Grant programs to ensure expenditures align with approved budgets, contractual requirements, allowable costs, and expected outcomes.
  • Monitor, analyze, and forecast program expenditures, budget utilization, and funding trends; develop recommendations regarding reallocations, budget modifications, and corrective actions to maximize program outcomes and fiscal stewardship.
  • Lead and coordinate the EBE Special Addendum Request process for juvenile courts experiencing programmatic, operational, fiscal, or target-related challenges; conduct impact analysis and develop recommendations to realign program budgets, participant targets, and contract expectations to support program sustainability, maximize funding utilization, and maintain alignment with statewide priorities and performance outcomes.
  • Develop, compile, analyze, and distribute quarterly programmatic and budget performance reports for all juvenile courts receiving Evidence-Based Expansion (EBE) and Block Grant funding to support local decision-making, fiscal monitoring, performance management, and alignment with statewide targets and funding expectations.
  • Conduct mid-year performance and fiscal reviews of EBE-funded programs to evaluate progress toward contractual targets, cost effectiveness, and overall budget performance.
  • Develop and implement Performance Improvement Plans (PIPs), corrective action recommendations, and technical assistance strategies when performance, fiscal outcomes, or contractual expectations are not meeting established standards.
  • Perform quantitative and qualitative analysis to identify trends, performance gaps, emerging risks, fiscal impacts, and opportunities for statewide program improvement.
  • Compile, validate, analyze, and distribute quarterly Disposition Alternative reports to juvenile courts and DCYF division leadership, to support operational, fiscal, and policy decisions.
  • Develop dashboards, reports, performance measures, and monitoring tools to improve visibility into program outcomes, budget performance, and statewide contract administration.
  • Analyze program outcomes and fiscal metrics to support recommendations regarding program expansion and resource allocation.
  • Identify systemic improvement opportunities and communicate findings, fiscal impacts, and recommendations to agency leadership and juvenile court administrators.
  • Establish and maintain collaborative working relationships with juvenile court partners, tribes, DCYF leadership, other DCYF staff, and community partners.
  • Develop and manage contracts, statements of work, and statewide performance-based contracting requirements, using data to monitor performance, ensure compliance, and support effective program implementation.
  • Collaborate with fiscal and operational partners and maintain provider relationships to ensure contract and program requirements are successfully implemented.
  • Serve as a consultative partner to juvenile courts, DCYF leadership, and internal and external partners by providing technical assistance, interpreting program and fiscal data, and making data-informed recommendations related to program performance, accountability, funding, and statewide system improvements.

Required Qualifications:

  • Equivalent combination of education and experience totaling nine (9) years.

OR

  • Bachelor’s degree in public administration, business administration, social sciences or criminal justice (or similar) from an accredited institution; AND five (5) years of broad-based, progressively responsible experience. Advanced skill level of interpersonal, verbal, and written communication.

OR

  • Master’s degree in public administration, business administration, social sciences or criminal justice (or similar) from an accredited institution; AND three (3) years of broad-based, progressively responsible experience. Advanced skill level of interpersonal, verbal, and written communication.

AND

  • Experience must include two (2) years of contract management/monitoring experience.
  • Knowledge of principles of management, strategic and tactical planning, juvenile justice program development, and state and local agency collaboration.
  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.
