We’re on the hunt for a Junior Program Control Analyst on our Satellite systems team at our Montreal office.

Role:

The Junior Program Control Analyst, in comparison to Senior PP&C analyst, is assigned to lower level / less complex projects and low risk assignments. The PP&C could also be teamed up with a senior PP&C in support and assistance of more complex Projects and assignments.

To help developing and maintaining project performance measurement baselines.

To help providing reliable Project financial and performance status reports to ensure proactive correction actions are taken when possible and ensure optimal project profitability.

Responsibilities:

A- General Departmental & organisational tasks (10%)

  • Execute all tasks in accordance with PP&C processes and Finance regulations.
  • Use as guidelines the Project Management Cost & Schedule principles (PMCS)
  • To help with PP&C S/W Tools and Databases maintenance and utilization in accordance to projects objectives and specific requirements (ERP-LN, MDA intranet systems & Directories).
  • To help insuring that all reports (Weekly, monthly, quarterly) data are updated, consistent and error-free.

B- Planning (30%)

  • Support to Contract dept when required for contract award and release.
  • Create the awarded project in ERP-LN system
  • To assist Project lead PP&C in the evaluation of reporting level and methodology adapted to Project specific planning and control.
  • Help assisting on the creation of the Work Breakdown Structure (WBS) and cost accounts required.
  • Help assisting on the creation of the Project Schedule, when required.
  • Help establishing the project Performance Measurement Baseline (PMB).
  • Help implementing the Earned value method for progress assessment.

C- Control (60%)

  • Help maintaining the program Baseline with the incorporation of any approved change of scope (CSP’s).
  • Help maintaining and monitoring detailed costs & schedules (C/S) on a regular basis (Wkly/Mthly/Qtly).
  • Help establishing new Forecasts and estimates at completion on a regular basis (Monthly).
  • Help providing detailed C/S variance analysis and Cost/Schedule performance indices from the earned value application principles.
  • Identify potential problem areas and support any corrective actions, when required.
  • Implement and review project financial and performance inputs for official reports issuance.
    • e. Monthly Progr. Review package, Financial Forecasts (PAM), EAC Delta Report.
  • Customer and supplier Milestone Monitoring and forecast.
  • Project Procurement assessment and forecast.
  • Manpower power forecast assessment and review.
  • Project Risk and Project Management reserve Assessment.
  • Issue other PP&C, PMO or Financial minor reports when required.
  • Provide support, when possible, to other related department i.e. Finance, Purchasing, Production & Mfg
  • Provide Data to support any Metrics report requirements.
  • Support project management during the Project Closure process.

Minimum Qualifications:

  • Bachelor of Commerce, or sciences (or the equivalent) along with minimum 2 years experience directly or indirectly related to Project Management or similar financial responsibilities and relevant SWs & ERP tools utilization.
  • Good planning and organization skills and basic understanding of Project Mgmt.
  • Good Project cost accounting abilities and understanding of basic finance principles.
  • General computer skills (Microsoft applications, especially Excel etc…)
  • Basic understanding of contract “terms & conditions” and their relation to project accounting and planning.
  • Linguistic Level: French & English / written & spoken (Department reporting to Ontario head office).

Asset:

  • Good learning abilities and attention to details, good planning and organization skills.
  • Have to be able plan and work with some independence with good communication skills to interact with senior PP&C, project managers, project team and other department conveying PMCS information and requirements.
  • Solution oriented and creative qualities are an advantage along with minimal presentations skills.
