Junior Buyer-(260000DE)
The Junior Buyer will be responsible for supporting FBISD operations by supplying the District with quality products, equipment and services with an optimum balance of quality, coast, supplier support, and timely delivery within legally and professionally prescribed guidelines. The incumbent will provide campuses with operational support, instructional learning material for students and other ancillary supplies needed to operate a school campus; and provide administrative staff with all necessary goods and services to perform their work. Essential Duties and Responsibilities
- Assist Buyer with competitive bidding, informal quotations and negotiations for supplies and equipment for the school district
- Assist Buyer with specifications for products and/or services that require bidding
- Assist Buyer with the evaluation process of evaluation committee
- Assist Buyer in conducting bid opening, meetings, and read bid responses
- Prioritize work schedule in order to meet assigned deadlines
- Perform research to determine legality and applicability of contract terms; prepare and submit contract documents to execute agreements
- Assist Buyer with developing Board Recommendations based on analysis of available cooperatives and competitive pricing
- Perform cooperative based purchases issuing cooperative bid requests to several potential vendors and suppliers when necessary. Review quotes and secure the most competitive cooperative bids. Collaborate with departments to clarify purchase requisitions, identify departmental needs, and refine specifications for future purchase orders. Research and prepare cooperative bid specifications
- Manage requests to add vendors and change purchase orders; update Master Vendor List in SharePoint
- Assist campus/departments with resolving issues concerning requisitions, POs, price, delivery, etc.
- Verify information and approve requisitions submitted by campuses and departments and analyze purchase requisitions for accuracy and completion. Determine the correct method to process purchase requisitions depending on total cost, timeliness, competitive bidding, and existing contracts. Process purchasing transactions according to local, state, and federal policies and procedures
- Communicate with staff in district departments, campus personnel, administrators, vendors, and buyers in other school districts
- Perform training to educate district staff on proper procurement procedures, policies, and expectations
- Establish and build positive, long-term relationships with vendors
- Assist in visiting job sites when applicable
- Perform continuous monitory of category spend, identify thresh hold for when it needs to be bided

- Bachelor's degree preferred
- Minimum of 5 years progressive experience in Purchasing, Accounting, or related financial fields
- Experience in managing vendor relationships with service providers required
- Proficient in the use of Microsoft Word, Excel and Power Point
- Demonstrated knowledge of quality of products, equipment and services
- Thorough knowledge of the principals and practices of purchasing products, equipment and services
- Ability to clearly outline product specifications
- Ability to evaluate vendors and vendor services
- Ability to establish and maintain effective working relationships with district staff and vendors
- Detail-oriented

Additional Information- While performing the duties of this position, the employee is required to perform data entry and other computer functions for extended periods of time. Work involves everyday risk or discomforts which require normal safety precautions when operating equipment or performing job duties. Employee may be required to travel to other work locations. Department has periods of high stress when schools start, new schools open or year-end spending takes place. Work load can very demanding and job has high volume of requisition processing, correcting, and bidding
