Job Description

Planned Systems International (PSI), a Government Contractor, has an immediate opportunity for a Metrics Reporting Specialist for the metrics department of the Independent Enterprise Testing and Support Services (IETSS) contract with the Department of Veterans Affairs (VA), Office of Information & Technology (OIT). This position will be part of the Test Management and Operations (TMO) Testing Process Quality Improvement (TPQI) Support team, which consists of Measurement and Metrics (MM), quality process management and process improvement, lessons learned, Change Management, Knowledge Management, internal Quality Audit Program, Root Cause Analysis (RCA) process, and Corrective and Preventive Action (CAPA) planning. The TPQI team supports and works closely with the Test and Evaluation (T&E) and Testing Intake Assessment services teams, as well as the Test Center (TC) systems analysts, systems administrators, database administrators (DBAs), the VA project manager (PM), VA Contracting Officer’s Representative (COR), and other divisions and stakeholders. The preferred location for this position is the Tampa, FL area.

The Data Analyst supports the Measures and Metrics (MM) team within the Testing Process Quality Improvement (TPQI) organization. This junior‑level role focuses on SQL data operations, SSIS package support, workflow automation, and collaboration with the senior SQL Database Administrator. The analyst will also use Microsoft Copilot to automate repetitive tasks and begin developing Power BI skills to build and modify reports. Experience with Power BI is a plus. This position works closely with TPQI leadership, data stakeholders, and cross‑functional technical teams to ensure that metrics processes, data flows, and reporting automations operate reliably and efficiently.

Essential Functions and Job Responsibilities

  • Candidate must be able to:
  • Support SQL-based data processes, including writing and modifying intermediate-level SQL queries.
  • Support the senior SQL DBA with routine data operations, job monitoring, and database process improvements.
  • Analyze current and potential disparate data sources.
  • Review and suggest refinements to proposed database modifications
  • Assist in monitoring and maintaining SSIS packages; troubleshoot and escalate failures or performance issues.
  • Develop, maintain, and optimize automated workflows using Microsoft Power Automate Flows.
  • Use Microsoft Copilot to streamline documentation, automate repetitive tasks, and enhance analytics workflows.
  • Learn and apply Power BI to create, modify, and maintain dashboards and reports (Power BI experience preferred but not required).
  • Maintain Measures and Metrics reports to assure the continued accuracy and performance.
  • Validate data accuracy and participate in routine data quality checks.
  • Work with the Measures and Metrics team to create and further define projects and tasks from verbal customer cues and requests.
  • Support all phases of solution deployment activities in Power BI or other accepted reporting/data visualization tools (i.e Power BI Desktop, Power BI Workspaces, Power BI Apps, Power BI Service security and user navigation).
  • Assist with the extraction of metrics requirements and assignments for proposed or impending initiatives.
  • Assist with documenting processes, data flows, automations, and reporting procedures.
  • Contribute to meeting notes, agendas, and metrics documentation as needed.
  • Collaborate with the Measures & Metrics team on metric definitions, reporting updates, and automation opportunities.
  • Contribute to or write portions of Measures and Metrics documentation
  • Support quality and process improvement methodologies to develop and continuously update team and program processes, documentation and artifact templates.
  • Possible work in assisting with the design, creation and maintenance SharePoint sites, pages, lists, and libraries.

Minimum Requirements

  • Bachelor’s degree in Information Technology, Computer Science, Data Analytics, Business
  • Equivalent experience or industry certifications may substitute for formal education
  • 1–2 years of experience in a data analyst, data operations, BI support, or similar technical role.
  • Working knowledge of SQL, including writing and modifying queries and stored procedures.
  • Experience creating and maintaining SSIS packages.
  • Experience with automation tools such as Power Automate Flows.
  • Exposure to AI-assisted productivity tools (e.g., Copilot) or willingness to adopt them.
  • Experience with version control, structured documentation, or process-driven work environments.
  • Power BI experience is a plus (visuals, datasets, publishing, workspace familiarity, DAX, and M Query).
  • United States government related work (e.g., Department of Defense, VA).

Required Technical/Business Tools Experience:

  • Microsoft Word, Excel, PowerPoint, Outlook, and Visio 2013 or higher
  • SharePoint Online.
  • Remote Desktop Connection
  • Communication tools (Teams, SharePoint)
  • VBA, Microsoft Power Automate

  • Additional Qualifications and Experience (Preferred)
  • Experience automating tasks using VBA, Microsoft Power Automate, or other scripting languages is a plus.
  • Understanding of data quality principles and dashboard design concepts.
  • Experience with Power BI: datasets, measures, and report development.
  • Experience with SQL: tables, indexes, relationships, complex queries, stored procedures, jobs, job schedules.
  • Experience with data modeling, ETLs, and SSIS.
  • Experience with SharePoint, Teams, or workflow/documentation management tools.
  • Prior exposure to government, VA, or DoD environments is beneficial.
  • Current Moderate Background Investigation (MBI) and VA network access a plus.
