Leidos is hiring a customer-oriented Information Technology (IT) Strategic Communications Manager to support the Air Force National Capital Region (AFNCR) IT Services (ITS) program at Joint Base Andrews (JBA), MD, Joint Base Anacostia-Bolling, DC, and the Pentagon. The successful candidate will assist the Government staff by developing, maintaining, and improving the AFNCR ITS Catalog and provide continuous process improvement analysis in support of those services.

Primary Responsibilities:

  • Develop and maintain a strategic communications plan for the 844 Communications Group within the Air Force District of Washington’s (AFDW’s) goals.

  • Develop and implement communication strategies that support 844th Communications Group (844 CG) operations and policy objectives.

  • Coordinate messaging across squadrons, bases, and departments to ensure consistency in internal and external communications.

  • Advise leadership on communication best practices and strategic messaging.

  • Ensure 844 CG alignment with Department of the Air Force (DAF) information technology goals by integrating communication efforts with broader military strategies.

  • Train personnel on effective communication techniques.

  • Establish a consistent on-site presence within the Base Communications Squadrons, engaging with unit leadership to anticipate mission impacts, communicate program capabilities, and strengthen the partnership between Leidos and the Air Force.

  • Guides and assists 844 CG and squadron commanders in the development of executive tours, mission briefs, and flyers to distinguished visitors.

  • Assist the User Experience (UX) Manager in the delivery of UX Strategic Initiatives and/or Projects.

  • Ensure communications plans support the customer experience and ensure their organization meets customers' expectations and goals.

  • Develop and maintain a newsletter aimed at increasing visibility and best use of IT services in the Air Force National Capital Region (AFNCR).

  • Develop notifications to Airmen (NOTAMs) for AFNCR users to properly understand interruptions or changes to existing IT service offerings.

  • Develop flyers or advertisements to assist communications squadron commanders on projects or changes to existing IT services.

  • As a member of the Operations Fusion Team (OFT), the candidate should be able to respond to short-notice tasks or requests for information, and organize/establish meetings.

  • Serve as direct strategic counsel to the commander on high-visibility IT operations, synthesizing complex operational data to accelerate and drive executive decision-making across the AFNCR.

  • Architect and deliver authoritative, data-centric briefings, white papers, and executive summaries tailored specifically for General Officers, SES personnel, and senior AFNCR and SAF leadership to shape enterprise IT posture and strategic policy.

  • Spearhead critical intelligence and operational exchange between the 844th CG, its operational squadrons, and premier mission partners including HAF, the 89th Airlift Wing (Executive Airlift), AFDW, the 316th Wing, and the 11th Wing.

  • Translate raw IT performance data and concepts into recommended options or actions for senior leaders.

  • Champion Quality of Service (QoS) and IT modernization initiatives by forging and managing strategic partnerships with overarching cyber, acquisition, and infrastructure authorities, including 16th Air Force (AFCYBER), the 688th and 67th Cyberspace Wings, the Cyberspace Capabilities Center (CCC), AFLCMC, DISA, and AFDW/A6.

Basic Qualifications:

  • BS degree and 8+ years of prior relevant experience or Masters with 6+ years of prior relevant experience. additional years of experience may be used in lieu of degree.

  • Military or Government Experience – Familiarity with defense communication strategies, operational security, and public affairs.

  • Strategic Thinking – Ability to develop and execute long-term communication plans aligned with military objectives.

  • Digital and Social Media Proficiency – Knowledge of online communication platforms and cybersecurity considerations.

  • Leadership and Collaboration – Ability to coordinate messaging across departments and work with senior officials.

  • Must have a full DoD Secret Clearance at start.

  • Strong organizational skills.

  • Excellent written and oral communications skills.

Preferred Qualifications:

  • A degree in communications, public relations, journalism, or a related field; advanced degrees can be beneficial.

  • Crisis Communication Expertise – Experience managing sensitive information and responding to high-pressure situations.

  • Strong background in public affairs or public relations.

  • Media Relations – Strong understanding of press engagement, briefing protocols, and public messaging.

  • 8+ years of military experience.

  • Experience working in the AFNCR (Air Force National Capitol Region).

  • Certifications – Credentials like the Strategic Communication Management Professional (SCMP®) or Communication Management Professional (CMP®) can enhance credibility.

Pay Range:

Pay Range $92,300.00 - $166,850.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
