The Office of Technology Services (OTS) AppDM team is looking for a Senior Full Stack Developer to lead the development and modernization of the critical software systems supporting the Louisiana Department of Wildlife and Fisheries (LDWF). LDWF is constitutionally charged with managing, conserving, and promoting the wise utilization of Louisiana's renewable fish and wildlife resources. From recreational and commercial licensing systems to data collection for aquatic and terrestrial habitats, the technology you build will directly power the digital infrastructure of our Sportsman's Paradise. The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within the Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.


The incumbent is responsible for working closely with third-party vendors and executive management to ensure the consistent delivery of IT services.

Prior experience in the following areas are desired:
· Has led or worked on a development team under Microsoft development stack (i.e. .NET, C#, SQL, Blazor, etc.)
· Familiarity with frameworks such as Vue, React, Angular, Typescript, NodeJS
· Familiarity with Service-Oriented Architecture (SOA) principles, design patterns, and enterprise integration approaches
· Experience developing reports with SSRS, PowerBI or similar tools
· Setting up, maintaining and using DevOps practices, including CI/CD pipelines and automated tasks
· Experience with Git Version Control System, including branching strategies
· Experience working in an Agile / SCRUM environment

The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities, including the following:

  • Overseeing the state’s capital construction program
  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

Examples of duties

Five years of experience in information technology; OR

Six years of full-time work experience in any field plus three years of experience in information technology; OR

An associate's degree in information technology plus three years of experience in information technology; OR

A bachelor’s degree plus three years of experience in information technology; OR

A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology; OR

A master’s degree plus two years of experience in information technology.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties:

  • Serve as a technical consultant for multiple highly complex program areas and applications, providing specialized guidance across various management levels.
  • Offer systems and technical expertise on projects involving the development of information technology solutions that support diverse program sections.
  • Review requests for information services, recommend the most efficient and effective approaches, and present findings to management.
  • Provide technical leadership in analyzing, defining, acquiring, and implementing application software packages, office automation tools, security and administration programs, and quality assurance processes.
  • Consult on the effective use of information system development methodologies to ensure optimal system design aligned with management needs.
  • Develop, maintain, and troubleshoot highly complex computer application systems as required.
  • Deliver expert advice and guidance on application development and make recommendations related to database architecture.
  • Design, code, compile, test, debug, modify, and document new or existing applications using the OTS technology stack, following AppDM standards, procedures, and guidelines.
  • Conduct project meetings, develop action items, prepare meeting summaries, and ensure accountability for tasks critical to project success.
  • Serve in the capacity of higher-level Information Technology management, as directed, during their absence.
  • Respond to computer system emergencies and independently resolve technical problems, collaborating with IT staff and end users as needed. Research and resolve highly technical program, machine, data, or system software issues.
    Perform additional tasks, special projects, analyses, studies, and planning activities as assigned.

Appointment Type: This vacancy will be filled by a new hire or by promotion of a current permanent status classified employee.

Career Progression: This vacancy participates in a career progression group and may be filled from this recruitment as an IT Statewide Applications Senior Developer 1, 2, or 3.

Location This is a full-time, on-site position located in the Greater Baton Rouge area.
