Duties and Responsibilities (* denotes essential functions):

  1. *Analyze business and technical requirements and translate customer needs into application, data, integration, and system requirements consistent with established enterprise architecture, security, accessibility, and technology standards.
  2. *Collaborate with customers, functional subject-matter experts, technical staff, and other stakeholders to understand business processes, evaluate alternatives, assess feasibility and risk, and recommend effective technical solutions.
  3. *Design and document software solutions, including application components, data models, APIs, integrations, workflows, security requirements, technical dependencies, deployment procedures, and operational support documentation.
  4. *Develop, test, maintain, enhance, and support enterprise and web-based applications using SQL, PL/SQL, and other appropriate programming, scripting, query, and development languages and frameworks.
  5. *Design and develop secure APIs, system interfaces, integrations, automated processes, and data exchanges between University systems, cloud services, software-as-a-service (SaaS) platforms, and external systems.
  6. *Develop modular, reusable, maintainable, and well-documented software using established coding standards, design patterns, secure development practices, and software engineering principles.
  7. *Use modern source-code management and collaborative development practices, including version control, branching and merging strategies, peer code review, issue tracking, and automated build processes.
  8. *Participate in continuous integration and continuous delivery/deployment (CI/CD) processes to automate software building, testing, security validation, packaging, deployment, and rollback.
  9. *Deploy and support applications and services in University-approved on-premises and cloud computing environments, including infrastructure-as-a-service, platform-as-a-service, containers, serverless computing, managed database services, and other cloud-native technologies as appropriate.
  10. *Develop and maintain application configuration and deployment automation using infrastructure-as-code, configuration management, containerization, scripting, or other automation technologies as appropriate.
  11. *Design applications to make appropriate use of cloud services for computing, storage, databases, messaging, integration, identity, monitoring, resiliency, scalability, and other capabilities while considering security, performance, availability, and cost.
  12. *Apply secure software development and DevSecOps practices, including identity and access controls, secrets and credential management, vulnerability remediation, dependency management, secure coding, data protection, logging, and appropriate security testing throughout the software development lifecycle.
  13. *Evaluate, modify, refactor, modernize, and migrate existing applications and integrations to improve maintainability, security, performance, reliability, interoperability, and suitability for modern and cloud-based environments.
  14. *Troubleshoot application, database, integration, deployment, and production problems; perform root-cause analysis; implement corrective actions; and develop appropriate measures to prevent recurring incidents.
  15. *Monitor and optimize application, database, integration, and cloud-service performance, scalability, reliability, and resource utilization, including identifying opportunities to improve operational efficiency and manage cloud costs.
  16. *Provide implementation, production, and post-implementation support for applications, services, APIs, databases, integrations, and related technologies supported or developed by Enterprise Systems.
  17. *Follow applicable University of Hawaii System Information Technology Services architecture, cybersecurity, data governance, accessibility, software development, cloud computing, and technology standards and guidance.
  18. *Follows and implements directives and guidance related to best practices from University of Hawai'i System Information Technology Services.
  19. *Ensures the consistent adoption, implementation, and enforcement of recommendations issued through University of Hawai'i System Information Technology Service.
  20. *Keeps abreast of recommendations issued through University of Hawai'i System Information Technology Service, and takes timely action as needed.
  21. *Continuously monitor and lead initiatives to enhance system reliability, security, and operational efficiency. Supervise and mentor IT staff to assure that administrative directives and industry best practices are understood and followed.
  22. Other duties as assigned.

Minimum Qualifications:

  1. Possession of a pertinent baccalaureate educational degree in Management Information Systems, Computer Science, Information & Computer Sciences, or related field and 3 years of progressively responsible professional information technology experience with responsibilities for applications development, of which 2 years of the experience must have been comparable in scope and complexity to the next lower payband in the University of Hawai'i broadband system; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
  2. Considerable working knowledge of applications development as demonstrated by the broad knowledge and understanding of the full range of pertinent standard and evolving information technology concepts, principles and methodologies.
  3. Considerable working knowledge and understanding of the broad technology, systems, hardware and software associated with applications development.
  4. Demonstrated ability to recognize a wide range of intricate problems, use reasoning and logic to determine accurate causes, and apply principles and practices to determine, evaluate, integrate, and implement practical and thorough solutions in an effective and timely manner.
  5. Proven ability to comprehend, interpret and implement administrative directives and guidance to ensure IT operations align with organizational standards and industry best practices.
  6. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
  7. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  8. If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
  9. Strong understanding of IT service management, cybersecurity principles, risk management, and compliance requirements. Demonstrated experience implementing and maintaining IT best practices, standards, and governance.
  10. Considerable working knowledge of enterprise application development, maintenance, integration, and support.
  11. Considerable working knowledge of one or more modern programming or scripting languages, such as Java, C#, Python, JavaScript, or Go.
  12. Considerable working knowledge of SQL and relational database concepts and technologies, such as Oracle, PostgreSQL, MySQL, or similar database management systems.
  13. Considerable working knowledge of software development principles and practices, including application architecture, modular and reusable design, secure coding, automated testing, debugging, and iterative development.
  14. Working knowledge of application programming interfaces (APIs), system integrations, data exchange methods, and integration with enterprise and software-as-a-service (SaaS) applications.
  15. Working knowledge of source-code management and collaborative development practices using Git or similar version-control technologies.
  16. Working knowledge of continuous integration and continuous delivery/deployment (CI/CD) concepts and automated software build, testing, and deployment practices.
  17. Working knowledge of deploying, configuring, and supporting applications in cloud computing environments such as Amazon Web Services (AWS), Microsoft Azure, Google Cloud Platform, or similar providers.
  18. Working knowledge of AI-assisted software development tools and practices, including the appropriate use and validation of AI-generated code and technical content.
  19. Ability to independently learn, evaluate, and apply new technologies, tools, frameworks, and development practices.
  20. Ability to communicate clearly and effectively with technical and non-technical audiences, both orally and in writing.
  21. Ability to work a variable work schedule and to work outside normally scheduled work hours including day, night, weekend and/or holiday hours, as directed.

Desirable Qualifications:

  1. Considerable working knowledge of PL/SQL.
  2. Considerable working knowledge of Oracle DBMS or PostGRES.
  3. Working knowledge of an IDE such as Eclipse or IntelliJ.
  4. Working knowledge of usability concepts and disability requirements for web-based applications.
  5. Working knowledge of cloud application architectures and services, including compute, storage, databases, identity and access management, monitoring, and other managed cloud services.
  6. Working knowledge of secure software development practices, including authentication and authorization, secrets management, vulnerability remediation, dependency management, and protection of sensitive data.
  7. Ability to train users.
