The DSS Accountability Office (DSS-AO) is responsible for protecting the integrity of social services programs administered by the New York City Department of Social Services (DSS) and ensuring that DSS complies with all statutory, regulatory, and contractual standards.
The Office of Data Security Management (ODSM) is responsible for the implementation and management of the Agency’s cyber security program. ODSM works closely with NYC Cyber Command and is tasked with continuously improving the Agency’s risk posture by ensuring appropriate security controls are in place to protect the confidentiality, integrity and availability of Agency information resources. As remote access and teleworking capabilities expanded exponentially, the need to enhance DSS-HRA-DHS cyber security priorities has accelerated.
ODSM is recruiting for (1) one IT Security Specialist to function as a Cyber Security Project Specialist, who will:
- Plan, manage, and coordinate a portfolio of cybersecurity projects related to the implementation of information security policies, annual risk assessments, network and endpoint scans, and other IT security measures.
- Facilitate the development of project charters and business case analysis including project duration, expected benefits, and projected return on investment.
- Engage high level project stakeholders within DSS-HRA-DHS program areas such as DSS Information Technology Services (ITS), city agencies, state agencies and other business partners on cybersecurity projects.
- Build and maintain collaborative relationships and open communication channels between all teams. Stay abreast of new trends and innovations in the field of IT and data security.
- Provide IT security subject matter expertise in the development and maintenance of an enterprise security architecture.
- Evaluate the posture and potential vulnerabilities of the Agency’s networks, hardware, systems, and mobile devices in accordance with security requirements.
- Develop and maintain comprehensive project delivery reports including projected/completed milestones, resource planning, budgeting and forecasting utilizing Microsoft Project, Visio, Excel and/or other project management tools.
- Review technical requirements, cost-benefit analysis, issue resolution, reporting and closeout of project upon completion. The Director uses these reports to ensure projects are delivered on-time, within scope and budget.
- Work with the Director to develop Requests for Information (RFI), Requests for Proposal (RFP) and evaluates vendor submissions related to the implementation of ODSM’s risk management strategy. Specify, allocate, and assign confidentiality, integrity, and availability requirements to development and acquisition organizations and assets to ensure IT security requirements are adequately addressed throughout the development and acquisition lifecycles for all digital and technological assets.
- Lead the certification and accreditation of new systems prior to their release to production. Coordinate efforts across ODSM, NYC Cyber Command, program areas, and vendors to ensure successful project rollout and adoption.
- Conduct follow-on security audits and risk assessments to identify non-compliance and report findings to the Director.

A baccalaureate degree from an accredited college and four years of satisfactory full-time experience related to projects and policies required by the particular position; or,
Education and/or experience which is equivalent to "1" above.
