About the Agency:
The Department of Housing Preservation and Development (HPD) oversees housing standards across all 3.7 million homes in New York City.
As the nation’s largest municipal housing agency, HPD is responsible for building and preserving affordable housing, protecting tenants from harassment and displacement, and holding landlords accountable across the five boroughs. Under Commissioner Dina Levy and the Mamdani Administration, HPD is pursuing an ambitious housing agenda focused on the needs of New York’s tenants. With a broad set of tools including standards enforcement, tenant resources, and the creation of new affordable housing, HPD is committed to making New York City a more affordable place for renters and homeowners alike.
Your Team:
Housing Preservation & Development Technology (HPD Tech) is the IT division within HPD. HPD Tech is committed to transform HPD through technology by promoting productivity and eliminating manual processing, shrinking costs, and increasing the pace of work.

Your Impact:
HPD Tech is seeking an IT Project Manager to oversee the technology initiatives that support Lead-Free NYC. The position supports the HPD Office of Enforcement and Neighborhood Services (ENS), which carries out this work by enforcing the New York City Housing Maintenance Code and New York State Multiple Dwelling Law. HPD Tech develops the technology that helps ENS conduct inspections, issue violations, and correct emergency conditions, so that every New Yorker has a safe home.
Your Role:
The Project Manager will lead multiple technology projects for Lead-Free NYC, including critical Lead Mandate applications such as HPDInfo, RTFF, and Lead Exemption Online (LEOP). The role provides project management and IT oversight for these initiatives. It coordinates HPD business and program areas, Technology, vendors, and other stakeholders. The Project Manager monitors progress and deliverables, facilitates requirements and prioritization for lead-related work, manages risks and issues, and ensures projects follow HPD Technology governance and project management standards. The candidate will work closely with HPD's technology and business groups so that systems solutions effectively support Lead-Free NYC objectives.
Your Responsibilities:
