About the Position: This position serves as an IT Project Manager within the Program Management Office in the Department of Innovation and Technology. This position is responsible for managing the full lifecycle of multiple small-to large-technology projects supporting City departments. Projects may include software implementations, cybersecurity initiatives, network and infrastructure advancements, and other enterprise technology efforts.

Working closely with business stakeholders, technical teams, vendors, and contractors, this position leads project planning, business analysis, requirements gathering, implementation, and delivery activities from initial purchase to project closure. Responsibilities include facilitating meetings, developing project plans, managing schedules and budgets, gathering business and technical requirements, coordinating project teams, stakeholder communication, preparing project documentation and status reports, and ensuring successful project delivery. This position will work alongside other project managers in the Program Management Office (PMO) and have an assigned Senior Project Manager as a mentor.

This is a hands-on project management role that requires active involvement throughout the project lifecycle. Successful candidates are skilled working at both the strategic and tactical levels, leading scope and project planning, while also performing detailed project activities such as requirements analysis, issue tracking, and testing coordination. Successful candidates are known for their initiative, professionalism, and problem-solving abilities. They approach challenges with a positive mindset, bring innovative thinking to project planning and execution, facilitate productive discussions, build consensus among diverse stakeholders, and translate complex technical concepts into clear, actionable information. This class is FLSA exempt-administrative. (Part-time employees in this class are FLSA nonexempt.)

Minimum Qualifications Required. Any combination of training, education, and experience equivalent to graduation from an accredited college or university with a Bachelor's Degree in Computer Science, Computer Information Systems, Business Administration, or related field. Considerable (3 - 5 years) experience in Information Technology project management of small-scale systems or services.


Special Requirements. For this position, an individual receiving a conditional offer of employment from the City of Mesa must pass a background investigation through the City of Mesa Police Department, the Arizona Department of Public Safety, and Federal Bureau of Investigation prior to commencing employment with the City of Mesa (by assignment)

Preferred/Desirable Qualifications. Experience in budgeting functions and Microsoft Project, along with certification as a Project Management Professional (PMP) are highly desirable.
