The
IT Program Manager

will support the Texas Cyber Command on enterprise technology modernization initiatives. This role is responsible for leading complex IT projects from initiation through completion, including cloud modernization, Microsoft 365 and Google Workspace implementations, platform migrations, and enterprise tool deployments. The IT Program Manager serves as a primary liaison to internal teams, external partners, and technology vendors while ensuring that all project activities adhere to enterprise architecture standards, governance models, and organizational policies. This position requires translating technical requirements and constraints into actionable information for diverse stakeholder audiences and supporting readiness activities such as testing, transition planning, user adoption, and post-implementation stabilization. The role operates within a hybrid work arrangement at the Texas Cyber Command's San Antonio facility.


Responsibilities


  • Lead complex enterprise technology projects from initiation through completion, including cloud modernization, Microsoft 365 and Google Workspace implementations, platform migrations, application rationalization, and enterprise tool deployments.

  • Develop and manage project strategies, schedules, milestones, and performance metrics that support organizational transformation goals.

  • Oversee project scope, quality, cost, and resource allocation to ensure consistency with enterprise priorities and governance frameworks.

  • Direct cross-functional teams, assign responsibilities, and ensure accountability for deliverables across technical and business stakeholders.

  • Anticipate and resolve project challenges related to scope changes, vendor coordination, resource constraints, and operational impacts.

  • Serve as a primary liaison to internal teams, external partners, and technology vendors supporting enterprise modernization efforts.

  • Advise leadership on project risks, resource needs, technology selection processes, and strategic opportunities related to application portfolio optimization and organizational transformation.

  • Evaluate vendor proposals, implementation plans, and integration requirements, and provide clear recommendations to leadership.

  • Identify, track, and mitigate project risks related to technology implementation, vendor performance, and organizational change.

  • Develop and deliver project dashboards, status reports, risk summaries, and decision briefs tailored to executive leadership needs.


Requirements


Minimum Qualifications


  • 7 years of experience managing complex IT projects.

  • 5 years of experience leading cross-functional teams, coordinating with vendors, and managing multi-stakeholder initiatives in public sector or regulated environments.

  • 4 years of experience managing complex enterprise technology projects, including cloud modernization, Microsoft 365 and Google Workspace implementation, platform migrations, and enterprise tool implementations.

  • 4 years of experience with enterprise IT concepts, cloud platforms, technology governance models, and enterprise decision-making processes.

  • 4 years of experience supporting modernization efforts such as application rationalization, cloud adoption, and enterprise architecture initiatives.

  • 2 years of experience in organizational change management, governance development, and enterprise strategy.

  • 2 years of experience developing project plans, schedules, performance metrics, and executive-level reporting.


Preferred Qualifications


  • 5 years of experience working within municipal, state, or public sector organizations.

  • 4 years of familiarity with Microsoft 365 services, Google Workspace environments, Azure cloud environments, and enterprise collaboration platforms.

  • 2 years of experience evaluating vendor proposals, managing consulting engagements, and overseeing large-scale technology transformation programs.

  • 2 years of knowledge of enterprise governance models, technology selection processes, and portfolio management practices.

  • 2 years of experience facilitating executive workshops, governance forums, or strategic planning sessions.


Additional Requirements


  • Candidate must be a U.S. citizen.

  • Must pass all required background checks prior to engagement.

  • Must complete required cybersecurity, privacy, and operational training before gaining system access.

  • All work must be performed from within the United States.

  • Occasional after-hours support, including evenings, weekends, and holidays, may be required with prior Texas Cyber Command approval.

  • All travel, after-hours work, and overtime require prior written approval from Texas Cyber Command.

  • Work products including project plans, diagrams, runbooks, SOPs, reports, and transition materials are deliverables to Texas Cyber Command.


Work Location and Schedule


Location: 506 Dolorosa, San Antonio, TX 78204


Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding State holidays; after-hours availability may be required with prior approval.

Work Arrangement: Hybrid (on-site and telework)
