🇺🇦 The position is only open to Ukrainian nationals or residents of Ukraine, with a legal work permit.

What will you do in this position? 

In line with the Ukraine Country office objectives, WFP Ukraine requires an IT Operations Officer to support the delivery of efficient and effective IT services, contributing to sound, innovative solutions that enable staff to deliver assistance to beneficiaries. The position will ensure support to the implementation and management of Digital Assistance Services (DAS) in the country. Reporting to the International TEC Business Transformation Officer. The incumbent will actively contribute to the compilation, analysis, maintenance, reporting of IT data to maximize the effectiveness of IT services, resolve network issues and provide timely support to the design, development and usage of IT systems.

The war in Ukraine has had drastic consequences, both for people inside the country and for those around the world who depend on its food supplies. The war has caused immense suffering for civilians, displaced families, and disrupted supply chains and food production. It has caused one of the fastest forced population movements since the Second World War. Close to 6 million Ukrainians are still living as refugees across Europe, and almost 3.6 million are internally displaced. Many have lost their homes and livelihoods. As food production and supply lines are disrupted by fighting, many families in the east and south of Ukraine do not have reliable access to nutritious food.

WFP uses a combination of food and cash assistance to support communities affected by the war. This includes working with local partners to distribute food boxes in areas near the frontline and providing cash transfers in locations where people have access to banks and markets to buy food. Since March 2022, WFP has distributed food and cash assistance equivalent to 3.7 billion meals to people displaced and affected by the war.

How can you make a difference?

Staff on this position will be responsible for the following:

• Support the budgeting, planning and deployment of IT and Telecommunications systems that are aligned with business needs, in accordance with WFP corporate standards.
• Provide support to maintain IT and Telecommunications systems and networks, ensuring appropriate data security and access controls considering both local and wide area network issues; and supporting users to get maximum benefits from them.
• Install and configure new computer hardware for improving and upgrading system performance; support any technology upgrades as required.
• Provide data and documentation to support the procurement of TC/IT equipment and services at and in line with WFP rules and regulations.
• Collate data and contribute to the preparation of accurate reports on IT/Telecommunications investments and costs, providing information to inform decision-making by stakeholders.
• Develop technical skills and knowledge, and build awareness of industry developments.
• Respond to queries from users, understanding and resolving issues, providing advice and ensuring IT policies, procedures, systems and tools are correctly applied to support them.
• Guide junior staff, acting as a point of referral and supporting them with analysis and queries.
• Support the capability building of staff through the organisation and/or review of training programs aimed at developing skills/knowledge in IT and Telecommunications.
• Coordinate with other UN agencies in order to network, align activities and support possibilities of inter-agency collaboration in the field of IT and Telecommunications.
• Interact effectively with colleagues and user groups to understand their needs and provide appropriate technical support.
• Follow standard emergency preparedness and contingency planning practices to ensure WFP is able to maintain basic IT services and/or quickly respond and deploy resources to affected areas at the onset of a crisis.
• Follow operational plans and deliver resource requirements at the onset of an emergency.
• Review and analyze TEC EPR framework, identify need in formation and/or evaluation of TEC emergency protocols, policies, and SOPs. Decide and recommend course of action that will best address the problem to the IT staff in Country Offices (CO) and TEC teams.
• Ensure timely analytics and reports on emerging concepts relating to telecommunications technologies beneficial to WFP emergency operations and staff safety and security.
• Perform any other duties as required.

To join us in saving lives, changing lives, you will have:

Education: Advanced university degree in Computer Science, Information Systems, Telecommunication, Networking or a related field. Alternatively, a first-level university degree in the same disciplines, combined with additional years of relevant work experience.

Experience: At least one (1) year of postgraduate professional experience in Computer Science, Information Systems, Telecommunication, Networking or other relevant field.

Knowledge & Skills:

• Applies thorough understanding of the business, customers, new IT technologies and techniques to implement improved solutions and define service levels, standards and the monitoring process for client service staff.
• knowledge and hands-on experience in telecommunication systems including computer networks, satellite voice and data and related telecommunication systems and radio communication systems.
• Strategic thinking, business analysis and ability to translate user requirements into new processes and solutions.
• Builds partnerships by seeking out opportunities to work with others and collaborates to deliver common objectives

Language: Fluency (level C) in both in English and Ukrainian languages.
