Uses independent judgment, initiative, and discretion in overseeing the administrative support operations of the IT Department. Provides high-level administrative support for the IT Management team that includes handling information requests, preparing reports and correspondence, receiving visitors, scheduling meetings and coordinating all administrative functions within the IT Department.
Serves as liaison with the public and Mesa County staff on behalf of the IT Department; makes appointments and travel arrangements for IT Staff; plans/implements special events such as special meetings, workshops, prepares supporting materials for Department meetings, etc.
Responsible for the long-range planning, organization, direction and oversight of the IT Department accounting function. Advises the Director and other department staff on financial aspects of the department. Prepares and presents to staff and BOCC annual operating and CIP budget and monitors monthly expenditures for the operating and CIP budget. Reconcile the General Ledger on an on-going and annual basis and work with the budget division to reconcile discrepancies. Monitors revenues and expenditures, and advises the Director and staff regarding budget issues. Prepares reports for the BOCC, County Finance Department, staff and other department staff as needed. Coordinates the preparation of supplemental budget requests to the BOCC, analyzes budgetary impact, develops recommendations and options for funding; conducts necessary research and communicates as needed with departmental staff.
Ability to work with Mesa County staff at all levels and to respond in a professional, competent and timely manner to job assignments as requested and as assigned. Maintain effective contact with Mesa County staff on an ongoing basis. This includes the regular necessity for face-to-face, in-person contact and interaction with staff and external parties. Independently resolves administrative problems related to the efficient operation of the office; policy interpretations; telephone, computer, and equipment malfunctions.
Administers assigned contracts with external contractors; serves as a point of contact with external contractors; manages budgetary elements related to contracts; reports potential contract problems to IT Management. Prepares and administers professional service contracts. Assists in preparation of RFP’s; follows RFP’s through bid process and awarding bid.
Coordinates and supports the Director in long-term strategic planning for the IT Department, ensuring all departmental goals and priorities are in alignment with the Mesa County Strategic Plan's key initiatives: Building the Best Team, Delivering Excellence, and Leaning Into the Future. This includes tracking performance measures and coordinating reviews of IT's progress toward achieving organizational objectives.
Administers IT Asset inventory control. Review, update, and maintain IT administrative manuals.
Designs, prepares and executes detailed, complex and confidential reports and spreadsheets including status of employee evaluations and various departmental reports. This role involves collaborating with supervisory staff on performance management and providing necessary support.
Assists IT staff in tracking and monitoring special departmental projects, initiatives, task force committees and other appointed working groups. Assist in the coordination of project management with other IT staff.
Develops, prepares and monitors IT performance measures to analyze departmental support trends and resource requirements.
Oversees office administrative tasks including supply procurement, account management, IT shipping and receiving, check-out pool administration, etc.

Minimum Requirements:
Education and Experience:
Bachelor's degree in Computer Science, a related discipline, or have equivalent professional background. Requirements include five (5) or more years of experience in IT operations or supervisory experience along with experience collaborating with various stakeholder groups and diverse end users.
Any combination of education, training and experience which provides the knowledge, skills and abilities required for the job.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:
This position requires standing, stooping, sitting, bending, twisting, and lifting up to 10 pounds.
Work is generally confined to a standard office environment.
