The APEX division of the Office of Budget and Finance (OBF) is seeking an IT Manager to oversee the vision, strategy, and operations of PeopleSoft Finance (FIN) as well as the support and enhancement of the PeopleSoft FIN modules.

The PeopleSoft Finance Manager oversees the functional and technical support of the county’s PeopleSoft financial system. This role manages a team of PeopleSoft FIN functional analysts responsible for daily support, enhancements, issue resolution, and partner engagement. In addition, the manager oversees the PeopleSoft Testing Framework (PTF) adoption and all automation testing activities to ensure system reliability, quality, and efficiency.

Location and hours:
This position is hybrid and will be performed both on-site at 625 4th Avenue South, Minneapolis, MN 55487 and remote as job duties require. Work hours are primarily days, Monday through Friday from 8 a.m. - 4:30 p.m. Occasional evening or weekend hours are required related to IT Go-Lives. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.

In this position, you will:

  • Lead, mentor, and manage a team of PeopleSoft finance functional analysts supporting modules such as General Ledger, Accounts Payable, Expenses/Travel/Tuition, Accounts Receivable, Grants Management, Purchasing, Billing, Purchasing, eProcurement, Supplier Contracts, Treasury, Cash Management and Commitment Control. Hennepin County also has 2 external portals for customers and suppliers.
  • Collaborate with county finance leadership, IT, and business stakeholders to understand needs, plan enhancements, and maintain system stability.
  • Develop and own a roadmap for PeopleSoft Finance modules that includes system upgrades, patches, and new feature implementations, ensuring testing coverage and operational readiness.
  • Direct and improve automation testing strategy, increasing PTF adoption, enhancement, efficiency and reducing manual testing.
  • Set priorities, allocate resources, and manage workload across support staff to ensure timely issue resolution and consistent service delivery.
  • Own functional configuration decisions and documentation standards within PeopleSoft Financials.
  • Oversee monthly and yearly financial close process and activities.
  • Maintain strong relationships with Oracle support, PeopleSoft community, external vendors, and cross-department partners.
  • Monitor system performance, compliance, and internal audit controls related to financial processes.
  • Develop KPIs, team goals, and performance measures to ensure continuous improvement.
  • Prepare and manage the team’s budget, training plans, and development pathways.


Need to have:

  • One of the following:
    • Nine or more years of experience as an IT specialist within the last eleven years; two of which were at the IT supervisor level.
    • Associates degree in approved related field or certification in an IT program and seven or more years of experience as an IT specialist within the last nine years; two of which were at the IT supervisor level.
    • Bachelor's degree or higher in computer science, management information systems (MIS), or an approved related field and five or more years of experience as an IT specialist within the last seven years; two of which were at the IT supervisor level.


Nice to have:

  • High-level experience with PeopleSoft or equivalent large scale Enterprise Resource Planning (ERP) system.
  • Experience:
    • With PeopleSoft Testing Framework (PTF) or other automation tools, with an understanding of testing best practices.
    • Managing technical or functional teams, ideally within a large public-sector organization.
  • Ability to:
    • Facilitate discussions and collaborate with all organizational levels of business and technical staff.
    • Demonstrate verbal and written communication skills.
    • Demonstrate leadership skills such as collaboration, mentorship, problem solving, and attentive and responsive communication.
