The IT Infrastructure Program Administrator manages, oversees, and provides oversight for the development, coordination, implementation, and operations of the City’s technology infrastructure. The Program Administrator shall assist in establishing current and the strategic direction of the City’s IT, by establishing standards and procedures to achieve and improve technology resources for City departments.

Essential Functions

1 Manages all aspects of technology infrastructure including the plan, design, processes, procedures, and implementation of networking, server, and user endpoints, to the City systems of compute and storage.

2 Oversees all aspects of multiple IT manager and teams’ work, including training, scheduling, and performance reviews.

3 Performs equipment assessments and evaluations; monitors and oversees technical staff performing work on various projects, equipment, and instrumentation; works with staff to ensure activities remain on budget and on schedule with limited impact or disruption of services and communications.

4 Works collaboratively with City departments, executive staff, peers, and vendors to apply the most relevant cost-effective technologies and controls.

5 Reviews and evaluates plans, activities, and work; engages with technicians on current configuration or instrumentation troubleshooting; provides expertise, direction, and management to ensure smooth communications and consistent operational functionality of all equipment and general information technology applications.

6 Is responsible for developing, maintaining, monitoring, and executing the tasks and projects necessary to provide adequate network connectivity and availability of the technology infrastructure throughout the City’s on-premises and Cloud environments.

7 Establishes short-, mid- and long-term goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and directs evaluation activities.

8 Oversees the preparation of management and productivity reports and studies; manages and oversees billing, procurement activities, and equipment management.

9 Serves as primary point of contact for infrastructure operations and engineering configurations, programming projects, including; server, network and desktop; meets with customer representatives regularly on project status to provide effective coordination, facilitation, and completion; analyzes business problems and makes recommendations for adjustments, purchases, and other technology solutions.

10 Performs any and all other work as needed or assigned.

Knowledge and Skills

  • Knowledge of local, state, and federal laws and regulations.

  • Ability to manage Information Technology activities to ensure effective operations.

  • Ability to establish and obtain operating goals and objectives.

  • Ability to devise solutions to administrative problems and to plan, assigns, and/or supervises the work of others.

  • Ability to develop and evaluate administrative directives and procedures.

  • Ability to disseminate information through the preparation concise reports.

  • Ability to supervise and manage a staff, assign work, and give performance feedback.

  • Ability to administer budget.

  • Communicating effectively verbally and in writing.

  • Establishing and maintaining effective working relationships.

EDUCATION:

  • Bachelor's degree in Engineering, Computer Science, or Information Technology field

EXPERIENCE:

  • Five (5) years of experience performing engineering‑level responsibilities involving server and storage systems, network infrastructure, IT contract development and interpretation, and vendor management.

AND

  • Three (3) years of supervisory experience.

EQUIVALENCIES:

  • High school diploma or GED including nine (9) years of the required experience plus three (3) years of supervisory experience will meet the education and experience requirements

  • Associate degree in any field plus seven (7) years of the required experience plus three (3) years of supervisory experience will meet the education and experience requirements.

  • Bachelor’s degree (or higher) in a non-specified field including seven (7) years of the required experience plus three (3) years of supervisory experience will meet the education and experience requirements.

  • Master’s degree (or higher) in a specified field including seven (3) years of the required experience plus three (3) years of supervisory experience will meet the education and experience requirements.

LICENSE/CERTIFICATION:

  • Valid Driver license with good driving record

Preferred Qualifications and Other Requirements

Networking or Microsoft Certification, such as CCNA, CCIE, CCNP, MCSE



Salary Range

$103,542.40 - $129,417.60

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
